The project aims to create functional communities in 10 rural localities in Bihor county with at least 2/4 ethnic minorities. The percentage of Roma population has increased in the last 20 years from 9-10% to 22-40%. However, although this percentage has increased, mechanisms for the integration of Roma communities and methods of social inclusion promoted among Roma communities have not been created.
In most of these localities, Roma communities are marginally located, with limited access to urban infrastructure, high drop-out rates, i.e. non-enrolment in primary and secondary education, and illiteracy.
The challenges identified in the 10 rural localities that the project aims to address are: lack of adequate community development tools (vision, programmatic and strategic approaches, local institutional, financial and legislative instruments), low level of education and low level of access to the labour market, poor promotion of traditions and cultural customs of ethnic minorities. Expected results are: facilitating access to resources, community organization, stimulating civic sense and community empowerment with respect to human rights, mainly of ethnic people, creation of local action groups through which the project will ensure sustainability, counselling of young people who want to integrate into the labour market, organization of entrepreneurship courses and support for the creation of income-generating activities. In order to contribute to social inclusion, documentary films on the culture, traditions and customs of minorities will be organised, as well as school mentoring activities to help students pass the national assessment exam, providing support grants for students at risk of dropping out of school.
The direct beneficiaries are students from schools in the 10 rural localities in Bihor county, and the indirect beneficiaries are families, friends and other people in the community.
Summary of project results
Through the project, we aimed to increase the capacity of vulnerable groups from 10 multi-ethnic rural communities in Bihor to carry out activities that lead to citizens'' participation in decision-making, improving access to work, improving dialogue and increasing educational performance. The problems and challenges addressed were: lack of community organization, lack of citizen initiative and dialogue, low level of education, low level of access to the labor market. For these, we approached three directions of action: community activation, entrepreneurial empowerment and school education.
Main activities and results: establishment and organization of 10 local action groups that generated 10 local plans, 38 community actions and 10 extracurricular actions, 3 advocacy actions; a number of 167 people from the target groups were involved in activities of civil society organizations and 185 people were beneficiaries of capacity building measures; more than 500 people from the target groups were informed about the labor market, of which 165 benefited from employment counseling and information about income-generating activities (AGV); 40 people benefited from the AGV advisory activities, and 45 people graduated from the entrepreneurial training course; 2 job fairs, two exchanges of experience between communities, an opening conference and a closing conference were organized; the mentoring activities organized at 9 schools included a number of 482 7th and 8th grade students; the evaluation and career guidance activities organized included 185 8th grade students; 8 films promoting the target communities were made and distributed.
