Promoting the development of innovative technological solutions, and in particular to create a living laboratory as a test centre for mitigating carbons emissions: Intelligent Automatic Irrigation Systems and Integrated Waste Management System, collective energy cultures communities,"Virtual Energy Audit" system, electric vehicles and shared bicycles, Repair Café, Application of "Citizen Engagement and Sustainability"; Stormwater Recovery System - SAAP; Intelligent Automatic Irrigation System - SIRA, LoRa Gateway, communication and consumption monitor; Flexible service management platform and a request and interoperable access / ticketing; Software as a Service (SaaS); Artificial Intelligence Integrator with IoT equipment ("Virtual Energy Auditor", "Virtual Energy Manager") significant improvements in the Bairro da Tabaqueira through the generation and use of renewable sources of electricity in buildings, sustainable urban mobility and circular economy practices.
Summary of project results
The SMILE – Sintra Motion & Innovation for low Emissions was a project from the consortium led by the Aga Khan Foundation in partnership with the Municipality of Sintra, DST Solar, Innovation Point, Watt-is, Card4b, IrRADIARE, Faculty of Sciences (Lisbon University) and International Development Norway Association, in view of promoting the development of innovative technological solutions, and in particular to create a living laboratory as a test centre for mitigating carbons emissions.
The project aimed to improve the resilience of the Municipality of Sintra, particularly in the Tabaqueira neighborhood, promoting the development of innovative technological solutions, with a view to mitigating CO2 emissions, with the active involvement of citizens , companies, public authorities and universities.
The project responded to the climate vulnerabilities identified for the Municipality as identified in the Strategic Plan of the Municipality of Sintra in the face of Climate Change (PECSAC), addressing the measures identified for environmental information and awareness, and sectoral adaptation with the active participation of stakeholders .
Smile included a series of measures and actions in Bairro da Tabaqueira that will contribute to reducing CO2 emissions; reduce energy consumption; promote sustainable mobility; promote microproduction of energy from renewable sources, self-consumption and storage; and promote circular economy strategies in the daily lives of the neighborhood''s population.
Through participative methodologies and community development techniques , the project developed activities in the areas of Circular Economy and Environment (from urban community plots, Composting, a Repair Café and cycle workshops, Intelligent Automatic Irrigation Systems and Integrated Waste Management System that encourages recycling and reduces the effects of pollution), Energy (collective energy cultures communities that allow producers-consumers to produce, store and share energy with each other), Buildings ("Virtual Energy Audit" system, which reduces COS emissions and reduces energy consumption in homes), and Sustainable Urban Mobility (promoting mobility within and outside the neighbourhood by using electric vehicles and shared bicycles including People''s Mobility on a Flexible, "on-demand" basis, "Inverted" Micro-Mobility of Goods "on-demand", Safe Parking and Shared Bikes).
The most innovative outputs of the project were community garden, composting in schools, cafe-repair workshop, bicycle workshop, Automatic Irrigation System, microforest; Electric passenger vehicle, electric delivery vehicle, secure bicycle parking, shared bicycles; self-consumption of energy; Energy Efficiency Program, including energy audits, the virtual energy manager and the Energy Efficiency Support Office; Swap Market (transfer of “coins”) and SintraSMILE App with different integrated widgets.
The project has sustainably created many dynamics in the field and with the target population, and most of the activities will continue beyond its execution period, such as the Community Garden, the Café-Oficina, the Bicycle Workshop, the artistic residencies ( for the memories and artistic displays they left on the ground), and the SintraSMILE app developed under the Coordination and Management activity.
With the dynamics created among the population, and the full functioning of the TABLAB (Tabaqueira Lab), the project is preparing to return the neighborhood to the residents, in an “open door to a sustainable future” narrative, in a 2.0 version of SMILE.
It is worth noting that the project installed in the municipality of Sintra the first free indoor bicycle parking system and the first shared bicycle system, will formalize the collective self-consumption community with the largest number of members and free membership, and created the first “ Energy Efficiency Support Office” opened to the Tabaqueira residents.
Summary of bilateral results
The project contributed to bilateral relations with donor countries as it includes partner ID-Norway - International Development Norway Association, which collaborates as a consultant and provides technical support across the project.
