Description

The issue of the project is the implementation of the Local Plans for Climate Change Adaptation (PLAAC-Arrábida), which includes the municipalities of Palmela, Sesimbra, and Setúbal, that are extremely vulnerable to the climate change impacts, due to its geographic and socioeconomic characteristics. The PLAAC-Arrábida aim to represent a fundamental tool to prepare the community to face these problems through current and future adaptation, which is aligned with the European, National and Regional Strategies for Adaptation. The PLAAC-Arrabida is a participative project involving the whole community in the construction of a stronger territory. To prepare the local population, municipal technicians and other local agents for the challenges posed by climate change. The project empower the municipalities of Setúbal, Palmela and Sesimbra with local climate change adaptation plans identifying vulnerabilities, prioritizing adaptation measures and training municipal technicians to integrate adaptation in territorial management.

Summary of project results

The project has made it possible to obtain a detailed bioclimatic, socio-cultural, economic and ecological photograph of the Arrábida territory, enabling to know its current situation facing climate change and to develop a prospective analysis. In the scope of the project, a rigorous analysis of the climate hazards that threaten the territory has been carried out, creating more than thirty risk maps for the municipalities of Setúbal, Palmela and Sesimbra.

The project has developed an assessment of the current climate impacts in the municipalities of Palmela, Setúbal and Sesimbra. The project has also carried out, estimating future impacts under various climate change scenarios to understand their territorial, social, ecological and economic extent and to support the selection of adaptation measures to be adopted. Based on the risk cartography and the exposed elements identified, a very important assessment of the exposure to climate hazards for the three municipalities was carried out, as well as an assessment of their adaptive capacity through the characterization of the institutional ecosystem.

Briefly, the PLAAC - Arrábida project has contributed very significantly to reducing climate risk in the territory, reducing possible impacts and promoting local climate resilience and adaptation. The project has also been decisive in increasing knowledge, awareness and capacity building on climate change issues and the involvement of the local community.  

The main outcome of the project was the elaboration of the Local Climate Adaptation Plans, a crucial tool for the municipalites involved and other stakeholders as well. Based on this Local Climate Adaptation plans, are proposed a set of adaptation measures for the three municipalities. This measures are expected to have positive impacts on several areas: agriculture and forest; energy and energetic safety; nature and biodiversity; fishing and aquaculture; culture heritage; water resources; people safety; human health, etcetera. 

We also highlight that there is 231 253 people benefiting from the adaptation plans developed in this project. Furthermore, we can say that in adaptation plans there is 224 measures and 520 actions proposed for the three municipalities. In the future, ENA, the project promoter, will continue the climate adaptation strategy defined in PLAAC - Arrábida, accompanying and supporting the three municipalities in the implementation of the adaptation measures identified within the project, assessing and monitoring its implementation, ensuring the continuity of the Local Adaptation Networks, and keeping active the project website as a tool to monitor this adaptation strategy for the Arrábida territory.
