Description

The Algarve is a region in the South of Portugal subject to various expressions of climate change. The Algarve is a diverse territory committed to the search for new balances of sustainability, development and valuation of its assets.  The main goal of the project is to support the implementation of the Algarve Intermunicipal Climate Change Adaptation Plan (PIAAC). The PIAAC concluded in March 2019, was based on some instruments developed in the Programa AdaPT, including the use of climate data from the Portal do Clima. It produced new knowledge about climate change at regional and local level and, at the same time, identified about a hundred adaptation measures, transversal and sectorial, to increase the adaptability and resilience of population. 

Summary of project results

The main objective of the AwK – Adaptation with Knowledge, Climate Change project is to improve the Algarve’s resilience and response capacity to climate change, creating the necessary foundations and support for the implementation of the Algarve Intermunicipal Climate Change Adaptation Plan ( PIAAC-AMAL).

The implementation of the Awk-Adapatation with knowledge Climate change project had three main oucomes that we should highligh:

- Development of a Balanced Scorecard (BSC) tool that systematizes climate change adaptation measures and presents the main KPIs;

-  Share knowledge with Norwegian authorities and learn from experiences on both sides. Including carrying out benchmarking, creating potential synergies and creating a support network;

- Creation of a Roadmap to support the operationalization of municipal strategies that defines transversal and/or specific actions to be implemented and used as a basis by the 16 Municipalities of this project.

 

Increase the resilience of the Algarve territory and its population to the effects of climate change, creating the necessary foundations for the implementation of the Algarve Intermunicipal Climate Change Adaptation Plan . the project aimed also to prepare a monitoring tool (Balanced Scorecard), which assesses the implementation and management of adaptation measures through indicators. The main beneficiaries are the entire population of the Algarve, including tourism.

Summary of bilateral results

The implementation of Algarve Intermunicipal Climate Change Adaptation Plan at regional and local level, allowed the exchange of experiences and practical cases with Norwegian entities. Benchmarking examples and practical case studies were analyzed, both through a visit to Norway and through the holding of a workshop for municipal technicians in the Algarve.
