This project seeks to assertively answer the need for climate change adaptation at the local level and proposes to create Municipal Climate Change Adaptation Plans for all the municipalities that belong to the Alentejo Central Intermunicipal Community (CIMAC), using the framework defined by the ClimAdapt.Local project. The project will consist of 3 components: 1) Municipal Plans for Adaptation to Climate Change for the 14 municipalities of Central Alentejo; 2) training program in planning and setting up operations to adapt to climate change; 3) program of actions to raise regional and local awareness of climate change.
Summary of project results
The project contributed to the implementation of Objective No. 3 of the Programme: “Increase resilience and responsiveness to climate change in specific areas” and Output 3.1 of the Programme “Adaptation to climate change at local level reinforced”.
The methodology for preparing the PMAAC for Central Alentejo is based on the approaches presented previously but adjusted and deepened in order to incorporate best practices and lessons from national and international experience in local climate adaptation planning. In this sense, the methodology aims to respond to the need to give the plans an operational nature, which facilitates their subsequent implementation by municipalities. It is also intended to deepen knowledge about the territorial implications of climate change in each municipality regarding its vulnerability to climate risks and the different factors that determine it (bioclimatic characteristics, exposure to risks, sensitivity of exposed elements, potential impacts and capacity adaptive).
This project promoted the integration of the Central Alentejo Intermunicipal Climate Change Adaptation Plan at the municipal scale; provide municipalities in Central Alentejo with a strategic and operational instrument for adapting to climate change that increases local resilience; promote the integration of adaptation to climate change in Municipal Spatial Planning Plans; defined an operational framework for adapting to climate change to be implemented by 2030; increased the adaptive capacity of municipalities by promoting the training of municipal technicians in the field of local climate adaptation and increased the sensitivity and preparation of local and regional actors to deal with the implications of climate change.
Summary of bilateral results
International Development Norway partners played an important role in the training component/program for municipal technicians with participation in the Initial Seminar, webinar#7 and the Final Seminar presenting examples, methodology and good practices of the Norwegian adaptation process. They also participated actively and in person in the regional awareness component, being present and making presentations at the Junior and Senior Local Councils for Adaptation to Climate Change in the municipalities of Évora and Montemor-o-Novo and proposing a creative workshop methodology specially designed for application in the Local Councils. Juniors that was applied and replicated whenever there was an opportunity, namely in the Junior Local Councils of Portel, Redondo, as well as Évora and Montemor-o-Novo.
