Description

The project aims to promote the upskilling of Bombeiros Voluntários de Penela (Volunteer Firefighters of Penela), as a civil society organisation, through training, mentoring, and consulting in several critical areas, strengthening its capacity to act, the quality of its services and its sustainability. This is intended to: promote skills and knowledge in advocacy; strengthen the strategic, planning and communication capacity of the organisation; improve the quality of the services provided by the organisation through the qualification and training of the team in critical areas; define strategies for the sustainability of the organisation through volunteer and fundraising plans; and promote the sharing of knowledge and good practices.

Summary of project results

The project aimed to address several issues and challenges faced by the Humanitarian Association of Volunteer Firefighters(AHBV) of Penela municipality. Established in 1980 to support the local population during emergencies such as fires, floods, landslides, accidents, and disasters, the organization needed to enhance its capacity and sustainability.

A comprehensive needs assessment was conducted to evaluate the organization''s requirements and develop an action plan. This assessment provided a broad view of the entire organizational structure, identifying strengths and weaknesses through systematic and collaborative analysis. It aimed to understand the gaps between the current and desired states, evaluating dimensions such as potential for change, organizational culture and values, leadership styles, power structures, sources of conflict and imbalance, among others.

Based on the needs assessment, an action plan was outlined to address existing gaps or needs in various organizational domains, improving organizational processes and internal and external communication.

The project did not complete all planned activities as it was interrupted by the project provider. The mentorship on police advocacy was completed by 35% and an institutional communication plan was outlined and initiated at an event on December, 2023.

For the mentorship on strategic marketing and fundraising, around 25% of the activities planned were done. A fundraising and strategic marketing plan was outlined, focusing on consolidating partially implemented strategies and defining new approaches.

The Audit and monitoring services were about 70% completed. Several monitoring activities were conducted, focusing on the entity''s high-volume tasks. These were carried out by an external auditor, with an internal team for future follow-up.
