Intending to be an experimental pilot project centred in the city of Porto, the ICCA project aims to promote the participation and contribution of different public, including the most disadvantaged, in the analysis and monitoring of the effects and results of public policies, to build a monitoring instrument and follow-up of policies aimed at resolving social imbalances and promoting the development of action proposals that enhance local government action to better respond to emerging social needs. Based on the use of the collective intelligence methodology, the project will create an online collaborative platform that will constitute the basis for the action of a collaborative collective intelligence network that will favour continuous dialogue between the community – citizens, private entities and public entities.

Summary of project results

The project was an experimental pilot centered in Porto, aimed at listening to and monitoring public policies in areas of community cooperation. It focused on ensuring integration, fostering social innovation, and sustaining a shared value agenda among various economic and social players.

The project addressed several key thematic areas: the quality of governance and community cooperation, public health and quality of life, the role of innovation and social entrepreneurship initiatives, the function and impact of social support instruments, and the degree of civic participation and social integration.

In the end, five policy briefs were produced and shared with the respective focus groups for validation. A cross-thematic session was organized specifically for the municipal legislators of Porto.

In quantitative terms, the following was achieved:

- 2 NGOs engaged in monitoring public and private decision-making;

- 3 NGO-produced evidence-based report on public/private policies reported in the media;

- 15 NGO initiatives promoting access to information on public/private policies;

Regarding capacity building, the promoter carried out a needs assessment and prepared an action plan.
