In the urgent context of the COVID-19 pandemic, the main objective of this project is to make recommendations for the support of political action in favour of human rights based on the collection of life stories and available scientific evidence. The project also aims to monitor public policies from the perspective of the protection and promotion of human rights, mobilising and empowering NGOs and young people for this purpose and implementing awareness and advocacy campaigns. Documentaries, podcasts, infographics, webinars, an awareness campaign and a policy paper will be produced to support the integration of human rights into the policy-making process in the context of the measures taken to combat COVID-19 and in the post-pandemic context. TIK TAK (as in the sound of the clock) HUMAN RIGHTS ON HOLD seeks to remind us that human rights cannot be suspended or placed in quarantine.

Summary of project results

The project aimed to address the impact of COVID-19 emergency measures on human rights. It focused on ensuring that restrictions were necessary, proportionate, and non-discriminatory. The project sought to protect vulnerable populations, simplify the human rights framework for better accessibility, and enhance public awareness and participation. It aimed to produce evidence and recommendations for political action, monitor public policies, strengthen NGO capacities, and empower young people to advocate for human rights.

Over 24 months, the project aimed to strengthen the monitoring and influence capacities of NGOs, focusing on public policies related to human rights. It also aimed to empower 79 young people to develop communication and advocacy actions in defense of human rights during the pandemic and post-pandemic periods.

Key activities included:

- Awareness and Training: Conducted awareness processes and training actions for NGOs and young people.

- Policy Brief: Produced and disseminated a policy brief with recommendations to support political action in favor of human rights.

- Life Stories: Created and shared 8 life stories illustrating the impact of COVID-19 measures on vulnerable groups.

- Survey and Opinion Articles: Conducted a survey on the impact of COVID-19 on human rights in Portugal and published opinion articles on the Rádio Renascença website.

- Monitoring and Mapping: Contributed to the monitoring of COVID-19 measures by mapping existing resources related to human rights.

- NGO Capacity Building: Strengthened the capacities of 5 NGOs through an open Masterclass on human rights and crisis management and held 2 Idea Generation Workshops/Focus groups.

- Webinars and Workshops: Organized 2 Challenge-webinars on monitoring public policies and digital ethics, 4 webinars for young people in Portugal and Norway, and 1 residential workshop for co-designing and implementing a human rights advocacy campaign.

In quantitative terms, the following was achieved:

- 5 NGOs engaged in advocacy work on human rights;

- 50 professional staff trained;

- 1 national policy and law influenced;

- 101 youths mobilised by NGOs to engage in human rights work;

- 1 awareness raising campaign carried out;

- 94% share of target group showing concern for human rights.

In terms of capacity building, the promoter carried out a needs assessment and prepared an action plan.  Accordingly, 50 professionals received training in hr management and impact evaluation.

All proposed targets were met and exceeded.

Summary of bilateral results

Norsensus Mediaforum developed and implemented media literacy and storytelling webinars, engaging young people from Norway. They provided guidance on strategic and digital communication for the advocacy campaign.
