Description

Based on an organisational needs assessment and action plan, this project aims to promote the organisational development of the project promoter. The project aims to apply a strategic tool to create a performance management model, develop a performance management and evaluation model, improve communication processes and to strengthen the motivation and sense of belonging of employees, through training, mentoring and consulting.

Summary of project results

The project aimed to address several issues and challenges related to the evolving role of individuals within organizations. Over the years, people have transitioned from being seen as mere employees to being considered partners. Chiavenato (1999) emphasized that organizations need people just as much as people need organizations to achieve their personal and professional goals, such as personal growth and success. The success of organizations depends on achieving strategic objectives, which is only possible when all members recognize and embrace these goals.

The project aimed to introduce an Integrated Improvement System at Santa Casa da Misericórdia de Barcelos (SCMB) through the Balanced Scorecard (BSC) strategic management model. This initiative aligned with SCMB''s Strategic Plan and the Administration''s Strategy (2019-2022). The BSC is a management control tool built on a strategic map focused on four key perspectives: Financial, Customer, Internal Processes, and Learning and Development.

The project sought to enable efficient and effective management of other pillars, particularly People Management, through the People Office, which includes services for Administrative and Operational Management, Development and Potential, and Employee Space, enabling the institution to adapt to future demands.

The central component of the project, the training "Management by Objectives – An Organizational Development Strategy," took place from 15/11/2021 to 12/04/2022, with four in-person sessions in November 2021 and two in April 2022. This training explored the Strategic Management model to be implemented in the institution. Trainees identified organizational strategic objectives for their units, understood their interrelations, defined associated performance indicators, and learned about performance monitoring tools and evaluation methodologies. They also aligned the model with SCMB''s Mission, Vision, and Values, learned about the BSC strategic management tool, and developed a BSC for their operational unit/service. Some trainees faced CITT and could not complete the training. However, through teamwork, technical support, and guidance from the trainer and project technician, all BSCs for the respective units were developed, resulting in 11 BSCs instead of the planned 9. To ensure the effective implementation of the strategic management model, SCMB conducted a second training session, "Management by Objectives II," from September to November 2022. This session included 32 hours of in-person training and 18 hours of autonomous work. The second session ensured that all trainees completed the 50 hours of training, involving 25 employees instead of the planned 20. As a result, 15 operational units, instead of 9, are currently implementing the model with a developed BSC for the current year.

A Toolkit was created to replicate this training and technically empower other third-sector organizations.

The Component for development of dissemination materials was completed during the project, including creating and sharing the project''s technical sheet on the institutional website, a video pitch on social media and the website, and a newsletter.

Publications were made in the Encontro de Gerações magazine and the institutional newsletter.

The seminar took place in February 2023, with 23 staff, 3 Administrative Board members, the Mentor, and the External Evaluator participating.

The event evaluation, through a digital questionnaire, showed very positive feedback, with about 96% of participants being very satisfied (60%) or satisfied (36%) with the event.

In terms of results, the project achieved significant advancements by leveraging the previous SIM Project and implementing a strategic management model in several SCMB units. It also strengthened team collaboration and promoted the professional development of employees, resulting in higher quality services and a more motivating and engaging work environment. The continuity of activities and the sustainability of the project are ensured by the structures and action plans established during its implementation.
