Description

Przemyśl lost its rank of a voivodship capital centre, which continues to affect the local community through assorted formal and mental issues. The city has largely failed to take advantage of its favourable border area location to improve the business development dynamic. The weakness of Przemyśl as an academic centre, legal status and physical condition of housing stock, low emission-caused air pollution, and a variety of social conflicts have all been conducive to accelerating urban depopulation.

Brief description of key activities:

  • Set of projects associated with Przemyśl’s historical monuments, 
  • Advancing evolving interpersonal relations in combination with a modern approach to reclaiming green zones in the city;
  • Activation of persons with disabilities and broadly defined social activity fostering;
  • Stimulating local entrepreneurship, including i.a. projects delivered by a project Partner - the Przemyśl Regional Development Agency;
  • Continuation of activities implemented for the past few years for purposes of the broadly defined Smart City concept;
  • Projects targeting management skill improvement and broadly defined institutional development within Przemyśl’s local government structures.

An optimum EEA Partner profile involves a city with lavish cultural heritage, proven capacity to use its resources and potentials to develop an attractive and modern tourism-centred product, and top-quality competencies in cultural heritage governance.

Second choice would involve a Partner city recognised as a national leader in implementing local Smart City solutions. Taking into account the city''s depopulation and the decline in its significance, practices involving the enhancement of social capital, building partnership-oriented, community-based relations with the residents, and creating an attractive offer of the city seem would certainly benefit the city.

Summary of project results

The implementation of the project was a chance for Przemyśl to reverse negative development trends and limit the city''s importance. Symbolically, this process can be dated to January 1, 1999, when the administrative reform came into effect. Its main effect for Przemyśl was the loss of the status of a provincial city. This was the moment that marked the beginning of the dynamic growth of Rzeszów - the capital of the region and the peripheralization of Przemyśl. Therefore, Przemyśl is in a worse situation than larger cities, struggling with a number of environmental, economic, social and institutional problems. The moment of administrative change is an accelerator, in a sense, of the city''s degradation, slowing down its development (despite numerous investments and local government activities) and the deterioration of its image, perpetuating the stereotype of a peripheral city on the border with Ukraine. In recent years, Przemyśl has been experiencing significant problems, including the demographic crisis and increasing emigration, which is particularly noticeable among the younger generation. In a relatively short period of time, Przemyśl has lost about 10% of its residents, which is why its current population is around 56,000. Along with the deteriorating demographic statistics, the data on the local labor market, including unemployment and the attractiveness of job offers, are also shaping up unfavorably, which leads to a situation in which residents are gradually leaving the city. This translates into the problems that young people encounter when looking for well-paid work outside the city. The future of Przemyśl is therefore in question and if corrective actions are not taken to encourage residents to stay and link their future with the city, the crisis observed in Przemyśl will intensify.

The main objective of the project was the multi-level and multi-aspect development of Przemyśl based on the Local Development Plan and the Institutional Development Plan. The following strategic goals have been defined within the Local Development Plan:

Goal No. 1. Przemyśl - a city recognizable for its heritage, culture and attractive tourist and recreational offer

Goal No. 2. Przemyśl - an accessible city, using diversity and multiculturalism to build a society of dialogue, openness and social integration

Goal No. 3. Przemyśl - a city using the bonus of its location for sustainable development and modern entrepreneurship

Goal No. 4. Przemyśl - an intelligent city co-created by its residents with an attractive educational offer, diversified housing stock and a rich offer of social services

Goal No. 5. EkoPrzemyśl - a city caring for the environment and using modern technologies to increase the attractiveness and quality of life

The following strategic goals have been defined within the Institutional Development Plan:

Goal No. 3. Professional staff - strengthening the potential and improving the competences of Przemyśl local government employees

The project “Changing Przemyśl Together” included 27 projects: 20 under the Local Development Plan and 7 under the Institutional Development Plan. Projects implemented under the Local Development Plan in correlation with defined strategic goals:

The goal of the project was to improve the quality of life of Przemyśl residents by implementing comprehensive and focused actions aimed at strengthening social and economic cohesion, improving the quality of the natural environment, accessibility and standard of living of the local community. In addition, educational and institutional programs and projects were implemented. The proposed package of actions allowed for a balanced approach to local development, and as a result, limiting the negative development trends occurring in the city.

The results of the project include improving the attractiveness of key cultural heritage resources of Przemyśl, the activity of residents in undertaking joint activities and access to public information for residents. Positive trends were noted in the organization of work of public entities, increased interest of residents in public affairs, and increased activity and social participation of residents. The offer of activities dedicated to young people (in particular the development of the offer of entrepreneurship education) and the offer for people with disabilities, seniors and non-governmental organizations improved.

The key investment projects that have been completed, such as the "Command Centre - Przemyśl Fortress", the "Social Activation Centre" and "From exclusion to activation of disabled people" fit very well into the needs of the functioning of the local community and will be permanently embedded in the city''s functioning structures.

An extremely important result of the project is the acquired experience and mental change of approach to city management and the implementation of subsequent projects that aim to change the existing situation through cooperation and collaboration of various entities.

The implementation of the above-mentioned projects is to be a driving force for further transformations of Przemyśl as a modern, open, multicultural city, based on a modern economy and offering all its residents a high quality of life.
