The aim of the project is to improve the attractiveness of the city of Rydułtowy as a place to live and work, and to adapt the local administration to the requirements of the contemporary local government administration apparatus. The effect of the project implementation will be:
1) development of the local economy and labor market,
2) development of the urban tissue,
3) improving the quality of the environment and adapting to climate change,
4) family support,
5) effective communication with stakeholders,
6) effective cooperation of organizational units,
7) high competence of the management and reserve staff,
8) optimization of the city''s income and expenditure,
9) adaptation of local administration facilities to min. accessibility requirements.
Summary of project results
The main issue for the town was the decreasing attractiveness of Rydułtowy as a place to live and work. This is a key factor determining the slower pace of the town''s development. The main issue is comprised of four subordinate problems:
- Economic dimension: Limited prospects for the development of the local economy and labor market,
- Spatial dimension: Degradation of urban fabric,
- Environmental dimension: Polluted environment – including air quality, and a town unadapted to climate change,
- Social dimension: Families at risk.
The aim of the project was to enhance the attractiveness of Rydułtowy as a place to live and work and to adapt the local administration to the requirements of the modern local government system. Together, we work towards a green, competitive, and socially inclusive Europe.
Implemented initiatives:
IMPULSE FOR ENTREPRENEURSHIP - Non-investment activities:
- PRL-25 - Revitalization of Ofiar Terroru Street,
- PRL-65 - Establishment of the Local Entrepreneurship Support Center in Rydułtowy,
- PRL-62 - Creation of the Youth Entrepreneurship Club "Rydułowski Gyszeft,"
- PRL-45 - Construction of Nowa Street, connecting Orlovska Street with the Economic Zone, to improve access to investment areas - Development of project documentation.
IT’S TIME TO LIVE IN RYDUŁTOWY - Investment activities:
- PRL-8 - Development of post-industrial areas near the former LEON III shaft for the construction of a residential estate (including the construction of a road network) – construction works, land division, cleaning of the stormwater channel, and payment of compensation for land acquisition,
- PRL-51 - Enhancing residential attractiveness – adaptation of a training adit into a sports shooting range – construction works.

OPTIMIZATION OF CITY REVENUES AND EXPENDITURES
- PRI-7 - Analysis of the city''s revenues and expenditures along with their optimization,
- PRI-7 - Tax advisory service to develop procedures for addressing non-compliance with the obligation to report tax schemes in the Rydułtowy City Office and its budgetary units, including conducting related training,
- PRI-30 - Implementation of tools for ongoing financial liquidity analysis.
The main expected outcome of the planned results and objectives was social and economic activation. The municipality gained an impetus for dynamic socio-economic development.
The implementation of individual initiatives will contribute to achieving long-term benefits, including:
- Creation of alternative job opportunities mitigating the effects of layoffs from the mine,
- Development of creative leaders supporting the city''s growth,
- Increased role of entrepreneurs in the local community''s life,
- Economic and social development of the city,
- Enhanced capacity for funding municipal tasks and increased investments,
- Revitalization of Ofiar Terroru Street,
- Reduced outflow of young people,
- Transformation of former industrial sites in the city center to new uses,
- Improved urban aesthetics through the redevelopment of post-railway areas in the city center,
- Increased attractiveness of investment areas,
- Enhanced quality of life for residents,
- Reduction of childcare and educational challenges in the city,
- Decrease in the number of residents requiring care services and reduced city expenditure in this area,
- Activation and integration of groups at risk of social exclusion,
- Growth in municipal revenues and reduction in per capita expenditures.
The benefits of the project will be experienced by both current and future residents of Rydułtowy. An undeniable outcome of the project is the improved accessibility within the city for vulnerable groups. The overarching goal of the project was to improve the attractiveness of Rydułtowy as a place to live and work, addressing the primary issue. Achieving this overarching goal is supported by four direct objectives, which stem directly from the necessity to solve the four identified subordinate problems:
- Economic dimension: Development of the local economy and labor market,
- Spatial dimension: Development of the urban fabric,
- Environmental dimension: Improvement of environmental quality and adaptation to climate change,
- Social dimension: Ensuring a safe family environment.
The degree to which these direct objectives are achieved is measured by the identified outcomes, which represent the benefits realized by the beneficiaries.
The direct objective in the economic dimension comprises the following outcomes:
- Diversified entrepreneurship,
- Reduced outflow of residents,
- A developed economy and labor market,
- Increased interest of young people in entrepreneurship,
- A city offering opportunities for investors to allocate capital in local ventures,
- Effective dialogue with stakeholders, including encouraging the establishment of new businesses,
- Revitalization of the commercial area along Ofiar Terroru Street,
- Attractive offerings created from vacant buildings and premises.
The direct objectives in the project result in the following outcomes across the identified dimensions:
Spatial Dimension:
- Purposeful development of post-industrial areas, including former mining and railway sites,
- Modern urban infrastructure,
- "Szarlota" spoil heap as a recognizable symbol of the city,
- Organized and well-planned urban space,
- Encouraging people, especially young residents, to settle in the city.
Environmental Dimension:
- Reduced low emissions within the city,
- Increased ecological awareness among residents,
- Low- and zero-emission transportation in the city,
- A significant number of local leaders promoting modern technologies.
Social Dimension:
- Development of the potential of children and youth, particularly those with special care and educational needs,
- Active and cultural leisure time activities,
- Meeting the needs of elderly residents through their activation and enhanced care,
- Improved accessibility of municipal facilities for the elderly and individuals with physical or mental limitations.
Summary of bilateral results
As part of the project “In the Shadow of Szarlota – Unlocking the Potential of Rydułtowy,” the City of Rydułtowy established a partnership with a Norwegian counterpart. The partner municipality, selected by the Norwegian Association of Local and Regional Authorities (KS), was Øvre Eiker. The partnership aimed to learn and adopt best practices.Three key areas were identified where Rydułtowy required support and where Norway demonstrated effective solutions:1.Senior Policy,2.Environment,3.Social Participation.Through this bilateral cooperation, best practices were exchanged, enabling the implementation of proven solutions successfully applied by the Norwegian partner. The dissemination of these practices also benefited other Polish cities by extending the project''s impact.Collaboration with the partner resulted in acquiring knowledge, skills, and experience while fostering an exchange of best practices. This cooperative approach significantly enhanced the project''s outcomes and long-term benefits for the community.
