Description
The project shall contribute to Outcome 2 ''Improved capacity of law enforcement services to prevent and detect organised crime''.
The main activities in the project shall include:
- Study visits to Norway, involving representatives of Polish Police and from Norwegian police (representatives of FAST Norway, National Criminal Investigation Service). Representatives of both countries will exchange good practices and experiences in the field of searching for criminals, which will results in strengthened cooperation. The following symposiums are foreseen:
- Symposium no. 1: Polish Police will organise and conduct a training course in international cooperation in the field of searching for the most dangerous criminals.
- Symposium no. 2: Training in the use of technical support measures and cooperation with external entities (also from private sector) in the search for the most dangerous criminals.
- Symposium no. 3: Training in national and European cooperation of law enforcement authorities with representatives of judicial authorities and non-police entities in the search for the most dangerous criminals and realisation of the European Arrest Warrant.
- Post-conference booklet will be created, translated into English and distributed.
Gender equality is relevant in case of this project, because Project Promoter will ensure equal access to trainings for male and female police officers. Indicator related to trainings will be monitored and disaggregated by gender.
Summary of project results
The project was aimed to address challenges linked to police and non-police international cooperation in the search for the most dangerous criminals in Europe. In this matter swift contact between police officers from different countries and exchange of knowledge about specifics regarding procedures in countries are crucial.
Project Promoter wanted to increase the level of use of international cooperation through ENFAST, SIRENE, EUROPOL, INTERPOL and also increase the level of effectiveness of domestic and foreign cooperation in the implementation of international search. Achievement of the objective through the exchange of knowledge and experience at international level in the search for persons hiding from the judiciary, including in countries outside the Schengen area, building new and strengthening existing international contacts, identifying the strengths and weaknesses of the official channels of information exchange.
Project Promoter organised three international conferences on the exchange of knowledge and experience by entities involved in the search for fugitives.
The conferences covered the following topics:
- International intra-police cooperation in the search for the most dangerous criminals;
- National and European cooperation of law enforcement agencies with judicial and non-police services in the scope of search for the most dangerous criminals and the execution of European arrest warrants;
- The use of the latest technology and cooperation with external entities in the search for the most dangerous criminals.
Within the project were created the good practices in effective cooperation between the police and non-police entities in the field of searching for criminals.
Thanks to the project, competences of Polish police officers in terms of cooperation in the search for the most dangerous criminals in Europe were raised. Creation of good practices will allow to sustain positive impact of the project for longer.
Target groups for the project were police officers and representatives of other part of justice chain (judges, prosecutors). Lifted competences of those entities may have a positive impact on security in the country, which will affect general public.

Representatives of Norwegian Partner took part in international conferences.
