Description

The project will aim to create interactive map, which would not only contribute to the achievement of the objectives of the Directive 2012/27/EU and setting national heating and cooling potentials but would reduce investment cost in to the district heating and cooling infrastructure, reduce heat losses in networks, as well increase efficiency of distribution and would significantly contribute to reducing CO2 emissions.

The aim of the project is to fulfil the obligation stemming from the EU Directive to develop an assessment study of the national heating and cooling potential, a database and an interactive map.

The project includes:

  • Collection of statistical information, estimation of heat and cooling potential, creation of database and interactive data platform.
  • Creation of an Online Portal.
  • Implementation of educational tools to build expertise for experts, practitioners and the public who will manage and use the interactive data platform.
  • Raise the competence of staff and the public (training, visits, preparation of methodological material, publicity events in municipalities and etc).

Project benefit

The results will provide better tools for public and private entities in planning future investments in energy infrastructure; increase skills and competence of staff and contribute to improved awareness among end-users about energy investment needs.

Also project will help to contribute to the effective achievement of national climate change mitigation targets, efficiently plan the heat and cooling infrastructure and to control the optimum energy balance of the fuels, and will also allow for cost and energy savings decisions.

Target groups of the project Ministry of Energy of the Republic of Lithuania, the Lithuanian Energy Agency, municipalities, business entities, small and medium enterprises, associations, society.

Summary of project results

The project contributed to the Lithuanian government''s compliance with the EU Energy Efficiency Directive by providing better knowledge about the needs for future investments in the energy sector.

The aim of the project was to fulfil the obligation stemming from the Directive to develop an assessment study of the national heating and cooling potential, a database, and an interactive map. The results provided better tools for public and private entities in planning future investments in energy infrastructure, increased the skills and competence of staff, and contributed to improved awareness among end-users about energy investment needs.

  • An extensive study on the evaluation of Lithuania''s heat and cooling network and potential has been prepared.
  • An interactive data platform for Lithuania''s heat and cooling network has been developed, and an online portal has been created at https://energis.lt/.
  • 15 educational seminars were organized in municipalities, during which participants were introduced to the green energy transition and digitization occurring in Lithuania, the created Lithuania Energy Indicators Information Platform (EnerGIS), and the state funding available for businesses, the public sector, farmers, and residents investing in renewable energy sources and energy-saving measures. Participants were informed about the importance of renewable energy sources and indicators at the national level and in specific counties, as well as about the financial incentive measures administered by the project partner (Lithuanian Energy Agency) in the fields of renewable energy technologies and energy efficiency technologies. A total of 422 participants were trained.

During the project, a comprehensive study on heat and cooling potential was prepared, which was beneficial not only in fulfilling the EU''s directive obligations but also in drafting the National Agenda "National Energy Independence Strategy" (hereinafter – the Strategy) (reference: https://e-seimas.lrs.lt/portal/legalAct/lt/TAP/3c062e300de311ef8e4be9fad87afa59?positionInSearchResults=3&searchModelUUID=b29b42e1-3cb7-43d8-bfb7-8583f11e5887).

The Strategy aims for Lithuania to become fully energy independent by 2050, producing energy for its own needs and exporting it, while developing a climate-neutral and high-value-added energy industry. The decarbonization directions for the heat energy sector and the development of the cooling sector, along with impact indicators outlined in the Strategy, have been formulated based on the results of the comprehensive heat and cooling potential study.

As part of the project, EnerGIS was developed, which is planned to serve as an information system. The Ministry of Energy of the Republic of Lithuania will act as the administrator and data controller of the Energy Geographic Information System. The public institution Lithuanian Energy Agency will be responsible for managing and processing data within the Energy Geographic Information System.
