The Municipality of Moschato-Tavros participated in the GR-Energy Programme by implementing innovative green technologies at the Moschato Indoor Gym, with the goal of transforming it into a model sports facility with "Zero Energy Consumption".
As a high-traffic facility used regularly by local sports clubs, the Indoor Gym plays an important role in the community. The integration of cutting-edge green technologies significantly reduced the building''s energy footprint, enhanced the quality of services provided, and raised public awareness—particularly among citizens—regarding building energy efficiency and contemporary energy upgrade solutions.
Key interventions carried out at the Moschato Indoor Gym included:
Thermal insulation of the roof and installation of energy-efficient window frames.
Installation of a hybrid heat pump system for central air conditioning, heating, and hot water supply.
Replacement of conventional lighting with energy-saving LED fixtures.
Installation of an automation system to monitor and control the building''s energy consumption.
Installation of a demonstration electric vehicle (EV) charging station powered by a 10 kWp photovoltaic (PV) system.
Implementation of a modern metering and monitoring system.
Through the integration of innovative green technologies, the building achieved a significant reduction in its energy footprint, enhanced user comfort, and improved service quality. Moreover, the project contributed to raising public awareness about energy efficiency and renewable energy solutions, highlighting the potential of municipal buildings to lead by example in the transition toward a zero-energy future.
Summary of project results
The project was completed successfully with no significant implementation challenges, except for a notable increase in the cost of materials and equipment compared to the initial budget estimates. This cost escalation was attributed to the broader energy crisis, which had a widespread impact on construction and energy retrofit pricing across Europe.
As a result, additional financial resources were required in the middle of implementation to fulfill the originally defined targets and commitments of the Project Promoter, as specified in the Inclusion Decision. The issue was formally acknowledged, and a request for additional funding was submitted to secure the achievement of the project''s predefined objectives and performance indicators.
In the end, 100% of the Project’s physical object was completed, following all legal procedures and within the framework of the EEA Grants 2014–2021 programme.
The Project of the Municipality of Moschatos – Tavros, under the GR-ENERGY Programme, included the following sub-projects:
- Sub-Project 1: Supply and installation of innovative green technologies for retrofitting the indoor gym of Moschato into a Building of Almost Zero Energy Consumption.
- Sub-Project 2: Construction of smart meters network for the project needs.
- Sub-Project 3: Activities (events, seminars, etc.) for the dissemination of the project results.
- Sub-Project 4: Consultant services for the project monitoring.
- Sub-Project 5: Implementation of Energy Technologies at the Moschato Indoor Gym.
In addition, in the context of strengthening the bilateral relations of the Municipality of Moschato-Tavros with partners from the Donor Countries, a visit to the premises of the Icelandic National Energy Authority in Reykjavik (Orkustofnun) was carried out in September 2024 to transfer know-how and good practices in the field of green energy transition. Bilateral cooperation actions were carried out and a report was drawn up assessing the know-how transferred and describing specific results and ways of exploitation by the Municipality of Moschato-Tavros.
The project has successfully achieved the following key outcomes:
Promotion of innovation and sustainable development through the implementation of modern renewable energy technologies, such as the installation of an electric vehicle charging station powered by a 10 kWp photovoltaic system.
Enhanced quality of services by upgrading the heating, cooling, hot water, and lighting systems, leading to improved functionality and user comfort.
Environmental protection, achieved through a significant reduction in energy consumption and a corresponding decrease in CO₂ emissions from the facility.
Reduction of social and economic inequalities by upgrading a high-traffic public sports facility that plays an important role in community well-being and social inclusion within the Municipality.
Therefore, the project contributes to the improvement of the quality of life for the residents of the area, saving resources and creating incentives for modern green energy transition technologies for buildings.
