Description

Project objective is to increase the capacity of the city of Haapsalu to provide support services to disadvantaged children and young people that promote inclusion in education and prevent them from leaving education early. The result of the project is a working model of cooperation and coordination between the support network of the child.

The project activities will result in the creation of an assessment tool to identify students at risk of dropping out of school and their need for services as well as in a coordination scheme to increase coherence between fields. Guidance materials (evaluation model, evaluation tools, intervention plan and action plan) have been prepared and specialists related to the provision of integrated services have been trained. The provision of support services to reduce the risk of dropping out of school with the help of the completed materials has been piloted.

Summary of project results

Project objective was to increase the capacity of the city of Haapsalu to provide support services to disadvantaged children and young people that promote inclusion in education and prevent them from leaving education early. The result of the project was a working model of cooperation and coordination between the support network of the child.

The project created of an assessment tool to identify students at risk of dropping out of school and their need for services as well as in a coordination scheme to increase coherence between fields. The scheme and guiding steps have been compiled into one place here: https://hit.haapsalu.ee/

Guidance materials (evaluation model, evaluation tools, intervention plan and action plan) were prepared andspecialists related to the provision of integrated services were trained. The provision of support services to reduce the risk of dropping out of school with the help of the completed materials were piloted with 12 children (9 boys and 3 girls).

The evaluation tools, coordination scheme and other guidance materials will remain as main working documents for all specialists working with children and youth in educational institutions in Haapsalu. Case manager for students with special educational needs will become the main coordinator of specialists'' network dealing with the concrete child''s educational problems.

Summary of bilateral results

Møre & Romsdal County Municipality hosted a very meaningful study trip for the Project Promoter in Norway. The participants were introduced the support system in place in Norway as well as funcioning principles in educational institutions. The cooperation model used in Norway was set as an example while developing our own model.
