Description

The aim of the project is to restore the situation prior to the conflict or damage in as many cases as possible, and in cooperation with the general and hobby education institutions of the community and other agencies, teach young people general skills of abiding the law and the ability to resolve conflicts by using restorative justice. Create a common toolbox for local authorities with different restorative justice measures.

The following ativities are to be implemented:

  1. Training of conflict mediators according to the model of Belinda Hopkins.
  2. Training of the organisers of the restorative circles.
  3. Creating community competence in covision 
  4. In cooperation with partners, finding or creating damage rectification opportunities in the community – based on local specifics, involve organisations, associations, companies to find innovative solutions to provide rectification opportunities
  5. Developing a manual describing the activities and cooperation of the partner institutions together with a cooperation agreement
  6. Compiling and designing a distribution material (video clip, sticker, leaflet) introducing the visual and principles of a restorative community
  7. Carrying out information campaigns on restorative justice 
  8. Implementing restorative justice measures (conflict mediation, restorative circle, rectification) in resolving misdemeanours and offences committed in the community (incl. in local school, at a youth centre, on the street)

Summary of project results

Information campaigns on restorative justice took place in Viimsi, Kose, Saku and Narva. Altogether 46 conflict mediators were trained according to the model of Belinda Hopkins. In the same regions also 41 organisers of the restorative circles were trained. Community competence in covision was created as well. When reasonable the police with other actors piloted procedures for the minor to make amends within the community in regard to the misdemeanor committed (based on local specifics, involve organisations, associations, companies to find innovative solutions to provide rectification opportunities).  

A user manual for the communities was compiled describing the activities and cooperation of the partner institutions. Video clip introducing restorative justice principles in communities was produced, logo/sticker with style-book was created marking the communities following these principles. 

The project promoter Police and Border Guard has trained a group of assistant police officers in the Northern Prefecture to act as conflict mediators. It plans to continue supporting the communities in implementing restorative justice measures and reach out to other regions in Estonia as well.
