Currently, Jõgeva County in Estonia does not have an overview of the needs of climate change mitigation and adaptation, nor does it have an overview of the opportunities and obstacles in its area. The development documents of the local governments of Jõgeva County reflect aspects of coping with the effects of climate change, but there is no coherent comprehensive strategic approach. No action plans or specific targets have been set to address climate change. Consequently, the municipalities of Jõgeva county cannot develop clear local guidelines to implement climate policy principles cost-effectively.
The aim of the project is therefore to understand and map the current situation of Jõgeva County and to prepare a climate and energy plan for Jõgeva county, which also includes goals and activities to achieve those goals. It is important to make an agreement on what is the county''s priority; to set goals and make decisions based on data; and, to establish an overview of whether and how the set targets will help to achieve international and national standards.
The development of the climate and energy plan identifies the areas with the greatest impact and the areas which are the most important and critical to the region. The plan will help to use resources sensibly to achieve the objectives (helps to avoid individual and low-impact projects). The competence and awareness of local government officials in Jõgeva County in the field of climate and energy will increase. This will help local authorities to make knowledge-based long-term strategic decisions, which in turn will enable them to maintain or improve the quality of life and the living environment of the people living in Jõgevamaa. Business and natural environment will improve also. As a result of the project, the document of the climate and energy plan of Jõgeva County has been completed, work seminars have been carried out, vision seminar has been carried out, necessary experts have been involved.
