Description

The project will create a functional training centre by rebuilding existing unused military facilities in the town of Kutná Hora. Independent functional training centre will be part of a large complex with a total area of 26 418 m². The centre will consist of 3 buildings with the total area of 1 600 m², including one conference hall with maximum capacity of 100 participants, 8 classrooms with total capacity about 190 seats and accommodation capacities for ca 100 participants. The centre will host trainings, exercises, workshops, courses and networking meetings at various levels, which will create conditions for improvement of education of the Czech Police and thus higher level of its professionalism and extended cooperation with other stakeholders.

The project will include, inter alia, the following main activities: 

  • Completion of reconstruction and engineering works
    • Training classrooms
    • Accommodation facility
    • Conference hall
  • Landscape work in the area of the center
  • Utility networks and wiring for the center
  • Building approval
  • Initiation of training programmes activities

Summary of project results

The PDP 2 project involved the construction of training and educational facilities that would enable the creation of new training programs offering more efficient education in the area of crime prevention, focusing on marginalized areas, crime-risk areas, and combating crime (e.g., organized crime, terrorism). The Czech Police did not have any own central-level training and educational centre that would be adapted for further specialized professional training of police officers with integration into international police cooperation. Renting and using external training facilities was highly inefficient, especially in the long term, and did not allow for covering the growing needs of the Czech Police. The project primarily included the establishment of sufficient logistical support in the form of accommodation and training capacity for conducting specialized professional training with international reach and cooperation, aiming to enhance the activities of the Czech Police in combating crime in the long term. The project involved the reconstruction of the former barracks complex in the Kutná Hora municipal area, which included construction and technical modifications to the site and the reconstruction of buildings. Throughout the revitalization process, the final user implementing the project faced significant unforeseen circumstances and issues. At present, it can be stated that the project has been successfully completed and the goals were achieved.

The PDP 2 project involved the construction of training and educational facilities. As part of the project, a functional police training centre was built, which provides and will continue to provide the necessary conditions for organising training sessions, holding conferences, including international ones, training police officers, police trainers, and instructors, and will be used by police units from all over the Czech Republic. The project included the reconstruction of a total of three buildings – an educational building, an accommodation building, and a conference building. The educational building contains 8 fully equipped classrooms for up to 190 people. The accommodation building has nearly 100 beds, and additional accommodation capacity is also available in the educational building, where rooms are designated for instructors staying for the respective events. The conference hall in the conference building has a capacity of nearly 100 people.

Additionally, an outdoor training area was constructed, which is an integral part of the training and educational activities and serves to fulfil the purpose of the training centre. The independent, functional training centre thus provides space and capacity for open courses and training sessions on various topics.

The creation of the modernised training and educational base ensures the organisational and didactic conditions for:

a) the implementation of international police education within the educational events organised by agencies such as CEPOL, MEPA, and FRONTEX;
b) the implementation of educational events within international cooperation, such as the COPPRA project, ATLAS, AEPC (Association of European Police Colleges);
c) the conducting of selected professional and specialised courses, training sessions, conferences, and workshops, mainly focused on:

  • strengthening the capacities of units of the Czech Police (e.g., the Rapid Response Unit in the fight against terrorism and other security threats, development of professional skills of members (e.g., Protective Services)),
  • international police cooperation in the field of information exchange and joint police cooperation centres,
  • strengthening the capacity of the public order police in international conferences and exercises,
  • modernisation of equipment for police psychologists,
  • the introduction of new elements of practical shooting and the use of non-lethal means,
  • new effective solutions and procedures for handling law enforcement actions against active shooters and terrorists in crowd environments,
  • the protection of human rights in relation to the restriction of personal freedom by members of the Czech Police;

d) the training of police officers participating in international peacekeeping operations, training of specialists – instructors, trainers, and the training of police officers in basic training courses;
e) instructional and methodological sessions, educational activities aimed at acquiring additional qualifications or professional requirements.
