The goal of the Project is increasing the security of the unique collection of the National Open Air Museum (NOAM). The Project focuses on the development of the security system particularly with regard to the protection of the collection of its largest branch – Vallachian Open Air Museum (VOAM).
The Project mainly focuses on prevention of fire, theft, vandalism, terrorism and other illegal activities in by installing technical protection systems (TPS) in objects, where collection items are stored. A part of the Project is building of the central control room (integrated security centre), which will be placed inside VOAM. In the future the centre shall serve the monitoring of other four branches of NOAM. Project covers also the cooperation with the control monitoring station of the State Police and the Fire Rescue Service. All of this work on the security system creates a coherent issue, that will enable to create a safe VOAM, in relation not only to the collections, but also to visitors and employees in relation to state policy in the protection of soft targets. Together with the installation of TPS new organizational measures for the NOAM will be processed. These measures mainly consist of plans for the organization of security services, emergency plan, depository access regulations, visitor regulations, access control to the museum buildings, the evacuation plan etc.
The Project doesn’t impose any significant risks, it intersects targeting groups. The Project will significantly contribute to the number and quality of the shown collection items in the exhibitions. The Project is being realized together with the Norwegian partner Roros Municipality, where a similar project has been already done. The partnership will take place mainly in the information exchange, good practice and experience with maximum publicity in the Czech Rep. and Norway. Local partner will be Technical Museum in Brno, Methodical Center of Conservation and ICOM Czech National Committee.
Summary of project results
The need of the project was given by higher level of security of the Museum''s collections, (prevention of fire, theft, vandalism, terrorism and other illegal activities). The only problem was 20% increase in the prices of electronic components imported from East Asia (economic crisis and Covid pandemic in 2021-22). As a result, the project expenditures of the project increased by CZK 5.3 million. This additional increase was paid from the budget of the founder (Ministry of Culture of the Czech Republic).
The main activity of the project was the installation of security elements in the exhibition and service buildings of the Wallachian Museum and the construction of a control room, where it is also possible to monitor images from cameras, installed in or out of buildings of all museum premises. Another activity was the development of a business strategy, the output of which is a set of measures aimed at extending the security systems to other organizational units of the National Open Air Museum. A separate output are two stations of the Interactive Exhibition, which acquaints visitors with the risks that can endanger the exhibitions, and which allows them to play the role of an emergency system operator with the need for operative solution of crisis situations.
An important activity was the partnership cooperation with Norwegian colleagues – spedialists of the fire and security department of the historic town of Roros (technical consultations and the transfer of experience).
The main task of the project – the installation of the fire and emergency security system – was fulfilled. Almost 2 900 security elements were installed. 90 buildings were provided against danger. All components are connected by a network of about 10 km of optical and metallic cables. A control room, enabling to monitor images from 132 cameras located in or out of buildings was built. An important output was the presentation and an exhibition of the partnership results in Roros (Norway).
The installation and modernization of the original protection systems has significantly reduced the risk of damage and destruction of the collections by fire, theft and vandalism. Another benefit is the education of the young generation to protect cultural heritage through the Interactive Exhibition – a virtual centralised protection desk. Thanks to the camera system, higher safety of employees and visitors has been achieved.
Summary of bilateral results
The project partner was the Roros Kommune Fire Brigade in Norway. The cooperation was mainly focused on the transfer of experience in the field of protection of immovable (wooden) cultural monuments. During three visits the Norwegians got acquainted with the security system that was installed within the project. At the end of the visit the partner prepared an evaluation of the project implementation. The Norwegian colleagues participated in two international conferences, where they presented papers on the scope of their activities and the use of the technical means at their disposal. During their visit to the Libušín building, they were interested in the method of extinguishing fires in the interiors of historic buildings using inert gas, which is not yet commonly used in Norway. During the study trip in Roros the project promoter learned about the fire prevention system and fire fighting techniques. The results of the project and the partnership were presented at the exhibition that was installed in Roros in February 2024.
