The project proposal "Rehabilitation and Modernization of the System for External Artificial Lighting of the town of Smolyan" envisages the introduction of energy efficiency measures in the external artificial lighting system of the city of Smolyan, including the supply and installation of new lighting sources, as well as the implementation of a new energy system.The main objective of the project proposal is to improve the living conditions of the population of the town of Smolyan through the reconstruction and modernization of the system of external artificial lighting of the city. Specific objectives: - reducing energy consumption; - reduction of CO2 emissions; - cost savings for the maintenance of the external artificial lighting system.Author’s and construction supervision, publicity and communication activities, audits, project management and exchange of experience with the Norwegian partner in the field of energy efficiency are also included in the project proposal activities.

Summary of project results

The main light sources in the Municipality of Smolyan are high-pressure sodium lamps (HPS), and since the end of 2009, no actions have been taken to replace the luminaires in groups. Only a single replacement has been carried out, which is why there was a discrepancy with the minimum required illumination. HPS have low efficiency, and the light distribution curves of the luminaires are severely deformed, as a result of which their energy efficiency has deteriorated significantly. The implementation of the project aims to reconstruct and modernize the city''s outdoor artificial lighting system.

Replacement of old HPS with a power of 50W, 70W and 150W and compact fluorescent lamps with new high-efficiency LED luminaires with a power of 20W, 40W and 66W with a function of dimming the luminaire at night. A system for management and energy monitoring of street lighting has been introduced, measuring energy consumption and monitoring various parameters of the electricity network for consumption, monitoring and control. In addition to the measurement, the system stores data on additional electrical parameters, which are transferred to the central software platform via the Internet via GSM, where they are visualized.

The reconstruction and modernization of the outdoor artificial lighting system in the city of Smolyan achieves a reduction in the electricity consumed for lighting, respectively the municipality''s costs for its purchase, creates an opportunity for energy savings and optimization of lighting service and maintenance costs through the implemented management and monitoring system, and improves the living conditions of the population.

Improved bilateral cooperation with interested stakeholders in the field of energy efficiency to present good practices and future development of the city and the municipality in this regard.
