Programme summary

This Annex sets out the operational rules for the program. The programme agreement is based on the MoU, the concept note and comments made by the FMC. Commitments, statements and guarantees, explicit as well as implicit, made in the concept note, are binding for the Fund Operator (FO) unless otherwise explicitly stipulated in the annexes to this programme implementation agreement.

The Programme Operator is the Financial Mechanism Office (FMO). The Fund Operator is Innovation Norway.

The programme shall support the outcome “increased competitiveness for Romanian enterprises within the focus areas Green Industry Innovation, ICT and Blue Growth” by way of at least two open calls for project proposals and three Small Grant Schemes (SGS).

The calls for project proposals and the first Small Grant Scheme (SGS 1) will support a wide range of project initiatives aimed at improving the economic performance of Romanian enterprises in order to contribute to increased value creation and sustainable growth. Call 1 and call 2 for project proposals and SGS 1 shall provide support to enterprises that develop, apply or commercialize Green, ICT or Blue products, services or innovative technologies/processes/solutions.

The second and third Small Grant Schemes (SGS 2 and SGS 3) will stimulate Romanian enterprises within the focus areas Green Industry Innovation, ICT and Blue Growth by way of two approaches: SGS 2 will provide support for business growth in ‘start-ups’. SGS 3 will support initiatives for the development of business skills.

Programme Concerns

In developing the concept note and during the implementation of the programme, the Programme Operator shall seek to ensure synergies with the programme Research, the programme Education, Scholarships, Apprenticeships and Youth Entrepreneurship, the programme Renewable Energy, Energy efficiency, Energy Security and other programmes, where relevant.

National Programme Partner could be considered in order to build up capacity and transfer knowledge.

Bilateral Ambitions

€ 200,000 shall be allocated to the programme from the fund for bilateral relations.
