Description

The project aims at strengthening the existing collaborations between Romania and Norway in the area of correctional services, prepare the implementation of the “Correctional” and “4-NORM” predefined projects and establish the roles and responsibilities for each partner within these projects for Partnership Agreements ‘signature. Thus one working meeting for 5 NAP and NPD representatives involved in developing the said projects will be organised in Norway for discussing projects’ activities developed so far, partners’ roles and expertise in the projects and agree upon other aspects of interest

Summary of the results

The necessary actions for preparing the partnership agreements with the Norwegian institutions for the predefined projects „Correctional” and “Improving the correctional services in Romania by implementing the normality principle 4NORM (–ality)”, as regards the roles and responsibilies of the Romanian and Norwegian partners, the content of the common activities, etc. were taken by:

-organising two working visits in Romania during which Norwegian partners visited Vaslui and Tg Mures Penitentiaries and the locations where 2 out of the 4 new pilot correctional centres will be built and met the management teams of the said centers and of Tg. Ocna National Training School of Prison Staff. The external sections of Craiova, Ploiești, Constanța-Poarta Albă Penitentiaries, partners in the 4NORM (–ality) project, where the three pavilions and the greenhouses will be constructed were also visited.

-organising one working meeting for 5 representatives of the National Administration of Penitentiaries and National Probation Directorate (NPD) in Norway during which Stavanger, Halden, Hedmark Prisons and the Department of Correctional Services were visited and the main activities of the „Correctional” and “4NORM (–ality)” projects and their timeframe were discussed with the Norwegian partners. A study visit for 1 NPD representative and 7 Romanian prison experts was organized to Halden, Hedmark and Romerike Prisons for presenting them the enforcement of normality and seamless principles.
