Description
The bilateral initiative aims to strengthen the relations between the Ministries of Education from Portugal and Norway for a future collaboration in what concernes to their educational systems, as well as to improve current school governance models in both countries. This need arises in a time of change, when new educational practices are required but also new school governance models.
That is why the transfer of some of the decision-making power to schools has become such an important and popular reform over the past decade.

Summary of the results
The project aimed to strengthen the understanding between Norway and Portugal in what concerns the deepening of the relations between the promoting entities and those who effectively intervened in the domains on which the project was focused (e.g., school governance strategies).
The senior officers from both countries were in charge of the exchange and cooperated on exchanging documents and information aiming at comparing the two school systems. They also facilitated the seminars, including the national seminars and field trips.
Representatives of school principals’ associations, representatives from middle management, union representatives, and other participants were expected to give limited contributions to the documentation of the comparison and participated in dialogue-based seminars as critical friends to each other’s countries.
