Description

The  aim of the initiative is to strengthen transparency of local municipalities both, in Latvia and in Norway. As a result integrity and transparency in cooperation among local municipalities and citizens, and private companies, both, in Latvia and in Norway will be strengthened. Local municipalities are operating with large sums of public money, and significant part of that is spent via public procurement. Summary of the results

The initiative’s main task was to develop the “Transparency Index of Local Municipalities” and “Toolkit for Municipalities to Foster Open Communication”. Delna LV organized events and communication activities to promote transparency principles for the local authorities in Latvia and Norway, as a result of these activities the understanding of the importance of transparency of local authorities in their communication with citizens and local entrepreneurs was enhanced. 41 municipalities in Latvia and 10 municipalities in Norway were analysed. All the materials and information are available on the website www.transparencyindex.lv (in English) for anyone to use.

Bilateral relations were strengthened during regular (monthly) online partner meetings, where not only project updates were discussed, but also the topical issues of the partners and countries, thus laying the grounds for future cooperation and other joint projects. By both partners working closely together, ideas for mutual exchange of good practices were designed.

Delna LV expects that in the long-term, as the principles of integrity and transparency in local authorities will be strengthened, cooperation between Latvia and Norway can be enhanced as well. More transparent environment for entrepreneurs in local governments – information about the governance and public procurements can foster entrepreneurs to export their goods and services.
