The project is aimed at achieving the goals of the strategic project "Women''s Rights Culture - Cornerstone of Democracy" by raising the capacity of the Project Promoter`s Rezekne branch specialists. The specialists of this branch face particular challenges in promoting the culture of women''s rights, because on the one hand, residents have lived in the informational space of Russian propaganda, not understanding MARTA''s values and message about gender equality and non-discrimination, and, on the other hand, due to the lack of services, they seek help from the Project Promoter. Summary of the results

The bilateral initiative was key in advancing the ACF strategic project “Women''s Rights Culture - a Milestone of Democracy,” strengthening the capacity of specialists at the MARTA Center’s Latgale branch. It addressed challenges like societal attitudes shaped by Russian propaganda, limited local support services, and increased demand due to the COVID-19 pandemic and the war in Ukraine. Specialists visited Arendal, Norway, where they engaged with NGOs, local governments, and social service providers to learn best practices in preventing gender-based violence and promoting gender equality.

Key outcomes included improved cooperation with local social services, the development of better support systems for women and refugees, and the adoption of person-centered approaches. Participants gained insights from Norway’s holistic welfare system, focused on empowerment over bureaucracy, and developed ideas for tailored interventions in Latgale. The visit fostered professional growth and offered new perspectives on systemic collaboration. The initiative directly contributed to the strategic project’s goals, fostering advocacy work in Latvia and creating lasting change. Cooperation models with local services are being developed, and ongoing dialogue with Norwegian partners strengthens the long-term impact. This initiative laid the foundation for sustainable partnerships and effective advocacy in the Latgale region.
