Description
Directorate of Norwegian Correctional Service (KDI) and six beneficiary countries (Lithuania, Poland, Romania, Latvia, Bulgaria and the Czech Republic) implementing the Programme Area "Correctional Services and Pre-trial Detention" have decided to establish three thematic working groups to synchronize work and coordinate several themes in order to avoid any overlapping and ensure the most efficient use of funding. One of these groups is focusing on education.

Summary of the results
On 28-30 January 2020, the representatives of the Prison Department, the Training Centre of the Prison Department and the Ministry of Justice of the Republic of Lithuania together with the representatives of the Council of Europe, KDI, Correctional Service of Norway Staff Academy, Poland, Latvia, Czech Republic and Bulgaria attended the meeting in Strasbourg, France. The aim of the meeting was to discuss the European standards and share best European practices, with a focus on the application of dynamic security in prison. At the meeting, a presentation was given on the prison staff recruitment and training system in Lithuania and its compliance with the Guidelines on recruitment of prison staff, as well as planned measures for development of dynamic security model in Lithuania were presented. The representatives of the European Court of Human Rights (ECtHR) and European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) and the Department for the Execution of the ECtHR Judgments presented the relevant ECtHR case law and CPT practice with a focus on the last recommendations for the beneficiary countries, as well the execution of pilot judgements and main cases regarding the conditions of detention in the Norway Grants beneficiary countries. The representatives of the Council of Europe Criminal Law Cooperation Units shared their experience and the training tools on dynamic security.
