Description
Robust evidence is instrumental in making policy decisions and improving the efficiency of investment allocation. Health care resources in Lithuania are limited and opportunity costs of choosing one intervention over another are high. As new services, projects and interventions continue to emerge, it is important to evaluate them in the local context in the most efficient and effective manner.

Summary of the results
1. Best practices sharing by the Norwegian Institute of Public Health and capacity building in Heath Technology Assessment (HTA): 4 on-line technical trainings (instead of the planned 3 live trainings and 1 on-line training) on HTA, HTA reporting and effective communication strategies took place on 2020-09-22/24, 2020-11-30/2020-12-03, 2021-04-26 and 2021-10-21 (in total 59 experts trained). Study visit to Norway canceled due to the COVID situation in Europe.
2. Events organized to promote the evidence-based decision making and utilization of HTA: 1 on-line seminar (instead of the planned live one) on application of HTA and other M&E reports in the decision making for policy makers took place on 2021-12-15 (more than 50 policy makers attended the seminar).
3. HTA assessments initiated: 7 on-line experts cooperation meetings (instead of the planned live 1 meeting) with the initiative partners (in total 12 experts from Lithuania and 3 experts from Noraway) were held during the preparation of the HTA protocols; 3 HTA protocols prepared.
The form of the events (on-lie instead of live ones) was changed due to the COVID situation in Europe.
