Description

The Central Project Management Agency together with the Ministry of Finance, with a view to investing public funds effectively, applies an investment approach, i. e. it seeks to decide where to invest public funds based on calculations and planned return on investment. The application of this method allows objectively identify areas to be financed and assures that the problem is solved in an optimal way, investing limited resources and where they are needed most, justifying the expected investment impact and providing illustrative arguments for communication. Summary of the results

During the conference the experience of different countries in assessing the benefits of public investment, the direct social impact of investments, the place of investment impact assessment in the decision-making process were discussed and the challenges of qualitative and reliable investment impact assessment were identified.

Public sector representatives from the European Commission, Lithuania, Norway, Italy and other countries, together with public investment planning and implementation experts, discussed high-quality and productive public investments, explored the preconditions and measures for their emergence, and discussed the potential impact of investments.

Information about the conference widely spread: publicized through the websites (norwaygrants.lt, cpva.lt, ppplietuva.lt, linkedin.com), broadcasted via Facebook (https://www.facebook.com/finansu.ministerija/?epa=SEARCH_BOX), information package to the journalists released.

Initiative budget savings were due to savings on lecturers'' salaries (most lecturers agreed to provide services free of charge) and changed initiative partners'' plans to participate in the conference (representatives of the Norwegian partners could not come to the event).
