Description

Romania is confronted with a wide variety of crimes and criminal groups at the border. Economic crime is an important resource to fuel other many domains of criminality, especially by financing organized criminal groups. It is important to strengthen the cooperation of all actors in the justice chain, to effectively understand the recent developments of the phenomenon, but also to improve the technical endowment of the law enforcement specialized structures The general objective of the project is to improve the capacity of authorities in preventing and fighting cross-border economic crime, especially considering the geo-strategic position of Romania (at the Eastern border of EU, having 3 non-EU neighbours, and is crossed by several illegal trafficking corridors (goods, drugs, THB, migrants, weapons, etc) The objective will be met by: 1.Exchange of best practices and improvement of the national and international cooperation with the stakeholders involved in fighting cross-border economic crimes. 2.Increasing the operational capacity of the police forces in the border area to fight cross-border economic crimes by improving their knowledge and endowment and preparing them to use state of the art techniques and equipment Through the implementation of the project, the following results will be achieved: - exchange of best practices between police authorities from Romania and Republic of Moldova and from other law enforcement authorities from Romania - Prosecutor’s Office, National Customs Authority and Border Police). - endowment of police structures with modern equipment in order to increase the efficiency of the fight against cross-border economic crimes, - raising the awareness of the population and the business environment about the dangers represented by the proliferation of economic crime. The target group: the staff from the Romanian and foreign authorities responsible with preventing and fighting economic crime and border authorities

Summary of project results

The general objective of the project is to improve the operational capacity of the low enforcement authorities in preventing cross-border criminality. Through the implementation of the project, the following results were obtained: improved knowledge to prevent and combat cross-border and organized crime for 150 representatives from justice chain authorities from Romania and the Republic of Moldova, and increased operational capacity of the police forces at the border area to fight cross-border economic crimes. In order to achieve the main objective, the project’s activities were structured in three categories: • 6 regional seminars for exchange of best practices (150 specialists attended - from EUROPOL and representatives of the partners - General Police Inspectorate of the Republic of Moldova, the General Inspectorate of the Romanian Border Police, the Prosecutor's Office attached to the High Court of Cassation and Justice, the National Customs), in order to increase the network of specialists in the field, to change the knowledge of the newest strategies and best practices and to build a good cooperation with the neighbouring countries • endowment of police structures with modern equipment in order to increase the efficiency of the fight against cross-border economic crimes, • raising the awareness of the population and the business environment about the dangers represented by the proliferation of economic crime.
