Description

Turda used to be an industrial city. Over the past two decades the city has been struggling to adapt after the decline of industrial production within the city. The aim of this project is to contribute to sustainable development within the local community by protecting and revitalising the city's historical and architectural heritage leading to greater social cohesion, increased tourism and making the city's historic centre more attractive for further investment. To achieve this, the project aims to help counter the current mutilation of buildings which is being caused by a growing trend to replace original construction material with PVC or to cover architectural elements and decorative stucco with insulating layers of polystyrene. The project objective will be achieved by raising awareness about good heritage care. To help reach this aim two sets of material are developed: one for the protection, conservation and valorisation of the historic centre's historical and architectural heritage and a set of strategic planning and integrated documents with information on prudent rehabilitation interventions aimed at the economic revitalisation of the city's historic center.

Summary of project results

Turda, an industrial city in the communist era, is undergoing for over two decades a slow and difficult process to adapt after the drastic reduction of the main economic activity - the industrial platform. In this context, the need to ensure economic growth through the capitalization of the city’s rich and diverse cultural heritage has become more stringent. However, the buildings in the historical centre of the city suffered interventions which didn’t comply with the rules on heritage protection and old rural houses were demolished and replaced with new strident buildings. Thus, the project objective was to sustainably develop the local community by increasing social cohesion, tourism and investment attractiveness due to the protection and revitalization of the historical and architectural heritage in the historical area of Turda. The following outputs were delivered: an Historical and Architectural Study on „Urban ensemble”; 35 documentary records for the component buildings of the ensemble (analytical data sheet, as-built floor plans, administrative and cadastral identification, identification of elements for preservation and renovation); 3 files for classifying buildings as historical monuments; a regulatory sheet for the historical area, an Architectural Solutions Handbook; an Integrated concept of prudent measures for the rehabilitation and economic revitalization of the historical area of Turda, a strategic document that unifies key areas for interdisciplinary action in urban regeneration process; and a Practical guide for restoration, conservation, rehabilitation and maintenance of historic buildings. Two normative documents drafted during the project – 1 document for the protection, conservation and valorization of the historical and architectural heritage of Turda historical centre and 1 set of strategic planning and integrated documents for a prudent rehabilitation and economic revitalization of the historic centre of Turda - were endorsed by a resolution of the Local Council and will be attached to the General Urban Plan, in order to establish mandatory compliance rules for the interventions in the historical area. The documents will be used to prevent or avoid irreversible degradation of the cultural heritage, which will generate the increase of investment attractiveness, tourism attractiveness and social cohesion - by creating a sense of belonging and well-being for all the community members.
