Description

The project ”ALL Fundamental Rights for All People with Disabilities!” aims to strengthen the representation of people with disabilities from Romania and improve public policy from the field of disability by developing a sustainable platform for action, dialogue and lobby. The Project focuses on the disabled people organizations which represent the interests of these people, being the key actors of this modernization process of public politics on disability. These organizations, included over 1.100 people, will have the necessary knowledge to practice specific skills for lobbying and advocacy, but equally the community will have a new perspective on disability and will be able to make informed decisions with direct impact over the life quality of people with disabilities. Also, during this Project, representatives of local public authorities, parliamentarians, officials and managers of public services, architects and responsible in development and urban planning, and representatives of mass media and communications will benefit of informing activities and materials. This group includes over 3.300 people.

Summary of project results

Romania has ratified the UN Convention on the rights of people with disabilities and adopted specific legislation. However, the enforcement of the legislation is scarce, people with disabilities facing discriminatory attitudes and practices and encountering obstacles in their educational, professional and social inclusion. In this respect, the project focused on increasing the internal competences of organizations of people with disabilities to get involved in lobby and advocacy actions, and in carrying out research studies. The promoter developed a training manual - "Objectives and modern techniques in lobby and advocacy in the field of disability in the light of UN Convention on the rights of people with disabilities" and organized a training of trainers for 32 NGOs representatives. Participants have further organized trainings for organizations of people with disabilities and information sessions for representatives of public services, public authorities, architects, urbanists and members of Parliament. Two studies have been developed: „Access of people with disabilities from Romania to educational services, from kindergarten till the university” and „The costs of disability in Romania”. These studies provide updated information regarding the situation of people with disabilities. A seminar „Disability and statistics” was organized with 50 representatives of NGOs, public authorities, public services and parliamentarians. The study “Disability in the press” was undertaken by consulting more than 750 written articles from national mass-media. Following the conclusions, the “Guide in the field of disability for journalists and experts from mass - media” and some brochures were developed, aiming to increase information and raise awareness of various stakeholders (architects, local and central authorities and journalists) on disability issues.
