Description

The National Environmental Guard from Romania is the authority who controls and monitors protected areas, pollution levels and biodiversity. The project aims to increase the capacity of the National Environmental Guard in order to improve environmental protection in Romania. Through this project it will be developed a guide with exposure scenarios for the environment and human health and a methodology for estimating the risks to health and environment associated with hazardous substances. Another component of the project is an online waste tracking system. This will follow the waste from the generator to the final eliminator in order to prevent illegal spills and fraud. It will integrate with other beneficiaries such as the Police, ANAF, Ministry of Environment etc. Each part involved in the system will upload information regarding its activity. The last component of the project is a database with the maximum and minimum values of the substance with potential impact on the environment. All the IT part, the waste tracking system, website and database with environmental indicators will be implemented by the Norwegian partner. While the Norwegian partner will develop a complex software application, the NEG will use it to better fulfill its duties in protecting the environment. Due to this partnership, the NEG will be able to strengthen its capacity, track all the waste exchange across Romania and keep track of the dangerous materials processed by each economical agent. This outcome will help other parties interested in environmental protection.

Summary of project results

The general objective of the project was NEG’s capacity development of monitoring dangerous waste in the environment through completing & using a computer application for monitoring its traceability. The specific objective of the project is based on developing NEG’s capacity of integrating at a communicational level and IT & informational support with the institutions which bear responsibilities in controlling, monitoring and intervening in eliminating or diminishing major effects that pollution has upon environmental factors. The project’s target group was formed of NEG’s 90 employees, who by developing skills of using computer applications made within the project, shall proceed with spreading the information needed in using the applications developed & the project’s results to the other employees of the institution. The purpose of this application is information exchange regarding waste route between NEG & other institutions with environmental protection attributions for improving information exchange. Results obtained throughout the project: - It was created a computer application to monitor waste traceability until disposal and a database which shall offer users exact information regarding proper legislation aspects & parameters imposed to be followed within the process of monitoring substances dangerous to the environment & of waste, created through the project - It was purchased IT equipment, goods & services of network infrastructure - There were purchased 2 vehicles needed for territory traveling with teaching purposes - 90 NEG employees were trained to use the computer applications - There were developped The guide with exposure scenarios for environment & human health and Methodology of estimating the risks of dangerous substances on health & environment - workshop organized with NGOs, partner institutions & connectors’ representatives, in which aspects regarding stages & ways of reaching the project’s general objective have been discussed - there were established protocols of collaboration with General Inspectorate of Romanian Police & General Inspectorate of Cross border Police There two systems exchange information have 3610 users from industry, 630 users from NEG and 150 police users from the entire territory of Romania.

Summary of bilateral results

Achieving an IT application to ensure traceability of waste to disposal. The technical experts from both partners have successfully collaborated to carry out this work. During the reporting period, Computas representatives delivered the traceability application related to this sub-activity to the technical expert of the project promoter. The technical experts tested the application and reported the bugs issued by the application to Computas representatives. Computas representatives continued testing the traceability application related to this subactivity by resolving bugs, errors, and all issues reported by the project's technical expert. There have also been numerous meetings between the project promoter, the project partner and the program operator, in which the stage of realization and finalization of the traceability software related to this sub-activity was discussed.
