Description

The general objective of the project is to develop three pilot tools to support the decision making process, meant to ensure the environment protection and the health of population subject to be exposed to hazardous chemical substances resulting from the arms industry and its research, development and production activity. The pilot tools are: a database containing information of hazardous substances related to the arms industry, a methodology for the qualitative and quantitative analysis and a guide for greening hazardous wastes storage facilities containing hazardous substances. Target-group: Both the population from areas with chemical pollution risk and the population from counties and areas indicated as having potential chemical hazards based on the analysis of samples performed by LAFCAG, interested public authorities due to the prevention of negative effects on the environment and health, in terms of capitalization of information provided by means of data bases, in order to make decisions, institutions and laboratories from similar fields, The Romanian Intelligence Service units staff directly benefiting from information provided by LAFCAG.

Summary of project results

The general objective of the project was reduction of hazardous substances in a densely populated area and by development the decision making support and results tools to support the decision making process for public authorities and institutions: a tested and functional database with information in the field of hazardous chemical substances resulted from ammunition exploitation and decomposition of explosives materials results from defense industry (6 risk maps); a methodology of quantitative and qualitative analysis for hazardous substances associated with the exploitation and decomposition of explosives which 5 specific procedures elaborated and validated; a greening guide for hazardous waste will be contained a necessary steps for greening storage facility for reducing hazardous substances in densely populated areas, safely for the environment and health. One of the important facilities was to equip the laboratory with new equipment, expanding its facilities and capabilities in detecting substances. Another special feature resulting from the elimination of the 9 hazardous substances found in the decontaminated space resulted in the provision of a new chemical storage space equipped with handling and enclosure equipment (noxiousness detection and warning system, ANTIEX system electric and permanent ventilation system, hydraulic elevator, evacuation system for accidental water discharge). Through the proposed Project it is created the premise of extending the application area of the developed decision-making instrument. Jobs shall be created through the implementation of new Projects using the results of the pilot Project and the setting up of new laboratories in similar fields of activity while harnessing on the methodology of analysis (Internal Affairs Ministry and Defense Ministry) and on the greening guide (governmental or nongovernmental organization).
