Description

The aim of this project is to promote awareness and knowledge on men and gender equality in Portuguese society, in the context of changing practices and policies in Europe, in particular the Nordic model of gender equality. It will do this by providing policy-relevant evidence based on research and policy analysis, and by creating a platform for public debate and dissemination which will address and incorporate the perspectives of a wide range of stakeholders and policy-makers. Three interrelated objectives, also linked to different types of activities and outputs, will structure the overall strategy of the project. The first is to produce a “White Paper” on men, male roles and gender equality in Portugal which will serve as the basis for public debate, dissemination and awareness-raising. A second is to provide a systematic review of existing data as well as novel research findings on men and gender equality and recent policies addressing this issue; this overarching analysis will be undertaken at both national and cross-national levels (e.g. comparing practices and policies in Portugal, Spain and Norway) and will feed into both the main overview and the forwards-looking recommendations of the “White Paper”. The third is to establish a dialogue with relevant stakeholders and policy-makers in order to incorporate their perspectives in the recommendations and future challenges for policy; this will feed into the recommendations set out in the “White Paper” as well as enable critical debate and dissemination in the final part of the project.

Summary of project results

The Project Men´s Roles in a Gender Equality Perspective was promoted by CITE- Commission for Equality in Labour and Employment in a partnership with the ICS- Institute of Social Sciences of the University of Lisbon, and with two associated informal partners/ collaborators: the UAM - Universidad Autónoma de Madrid and NTNU- the Norwegian University of Science and Technology. The project was initiated in February 2014 and it was concluded at the end of October 2016. It had a six months extension that allowed time to better reach the project´s outcomes and to ensure the quality of the main outputs of the project. At the end, all the project's activities were finished and the outcomes were attained. One of the major positive effects of the projects was the collection and production of knowledge on the subject of men and gender equality in Portugal. The project made available updated data and sociological analysis about the situation of men in Portugal regarding employment, family life, education, health and violence. Three Policy Briefs with updated data on men in the labour market, in family life, education, health and violence and a White Paper on Men and Gender Equality in Portugal were produced under this project. The White Paper, in addition to integrating information and data in the four areas referred to above, notes the changing trends in the roles of men and women, identifies persistent obstacles to equality between women and men and makes recommendations both for public policy and for social partners, employers and civil society. The Policy Brief III comprises the main conclusion and recommendations of the White Paper. These outputs, which are important tools for awareness-raising, were published in Portuguese and English language. The online materials availability is a way of reaching enlarged audiences and further disseminates the project's results. The project updated information and findings are crucial to inform the different stakeholders working in the field of employment, education, health and prevention of violence and to evidence- based policy making on gender equality. The project was innovative and pioneer in its main objectives producing the first White Paper on Men and Gender Equality ever made in Portugal. The project's results are also an important baseline for further research in this area.
