Description

Insufficient level of knowledge about modern methods of court management is one of the factors contributing to delays in judicial proceedings. The objective of the project is to raise competence of employees of the judiciary, especially court managers. The project will create a system of ongoing training, covering modern methods of management in different areas – among others communication, IT tools, human resources. Workshops, trainings and summarizing conferences will be carried out to determine the desired scope of competence that court managers and other court employees should possess and create adequate training schemes. E-learning courses will be developed as well. The Project Promoter will cooperate with the Norwegian Court Administration. Experts from the Norwegian judiciary will contribute with their expertise on developing training programmes. They will provide advice and participate in organized activities exchanging their experience with Polish judges.

The project implemented all the tasks covered by the Application for co-financing, the indicated forms of support addressed to the staff of common courts aroused great interest, both thematic conferences, trainings and workshops were highly rated. Three indicators defined in the project exceeded the value of 100%, three indicators reached the value of 100%. The financial progress of the project is 99.53%. The project implemented two editions of problem workshops in which a total of 1,773 people participated. The workshops were directed at the middle and lower level managers of common courts, in particular to the chairmen / deputy departments, managers / deputies: departmental secretaries, chief accountants, departments (independent sections), sections (judicial and administrative staff), teams and other organizational units from the Customer Service Office, the Secret Office, the Serving Office and other established cells. Evaluation questionnaires show that over 93% of people participating in the workshop have acquired During the workshop, the competences will definitely be able to use in your professional work. 268 employees of common courts have completed post-graduate studies in about 35 fields, i.e. management of a public institution, management of an organizational unit of public courts, human resources management, finances, accounting, audit and management control, labor law, public procurement, project management, IT management tools. The above contributes to the improvement of qualifications and professional skills necessary to perform tasks at the position held. A total of 4819 employees of common courts were trained in the area of managerial competences, human resources, finance and IT tools (18 topics in total). The training was carried out in 11 court appeals - cities of courts of appeal. The trainings were directed to the management and other employees of common courts.

Summary of bilateral results

On On 27/02/2014, a partnership agreement was signed with the Norwegian National Judicial Administration. The beneficiary remained in constant contact with the Project Partner representatives, the Norwegian National Judicial Administration, regarding current issues related to with the implementation of the project. The Beneficiary held 4 bilateral meetings with a representative of the Partner, including as part of the problem workshops, classes were conducted with Norwegian experts on the management of human resources in the courts. The partners from the Norwegian side participated in all three thematic conferences. Thanks to the Partner's participation in individual project activities, it was possible to familiarize the project participants with the model of the Norwegian justice system as well as the training system, development system and the system of motivating justice employees in the Kingdom of Norway. In connection with the consent of the Program Operator for the extension of the project implementation date to April 30, 2017, on On 28/04/2016, the Beneficiary prepared and signed an annex to the Partnership Agreement providing for the extension of the contract by 30 April 2017 and updating the project partner's budget, project schedule and contact details of persons involved in the contract. The project partner was provided with information on planned and implemented activities.
