Description

The aim of the project is to develop training programme and to train 3000 officers of law enforcement services (Police, Border Guard, Warsaw City Guard) and 500 public administration and financial institutions employees in the scope of verifying the documents authenticity, therefore to increase their capacities to detect and combat cross-border and organised criminal groups, who often use false documents in their activity, including in trafficking in human beings. Training will consist of 2 stages – 60 trainers that will participate in the 1st stage of the course will be responsible for the trainings dedicated to other above mentioned participants during the 2nd stage of the course. In the framework of the project a brochure and instructional film will be developed and distributed among training participants, police units, local guards, municipal offices and financial institutions, promoting at the same time the Norway Grants. Promotion activities will also include 2 conferences, articles and distribution of promotional gadgets among participants. In the framework of the project it is planned to purchase an equipment for documents authenticity testing (digital station for documents control), which will be used during all planned trainings, and the mobile document authenticity testing machines for all training participants, which, after the training, will contribute to more efficient prevention of and combating this sort of crime in everyday officers’ service and employees’ work. Project from reserve list of 2nd Open CfP- sources for co-financing this initiative were identified by the PO within PL 15 Programme ongoing implementation.

Summary of project results

The main objective of the project was to enhance the abilities of the Police concerning preventing and fighting against cross-border and organized criminality including trafficking in human beings and itinerant criminal groups by the raise in abilities and knowledge regarding verification of documents authenticity with the use of new technologies. Within the framework of the project, bilateral cooperation with KRIPOS - National Criminal Investigation Service from Norway has been established. Due to the cooperation, Norway partners took part in consultations regarding trainings and education materials as well as translations e.g. tool guide on identity, travel and other documents verification. Metropolitan officers have also participated in study visit in Norway. As a result 122 practical and theoretical trainings have been carried out on the documents verification and 70 trainers, who transferred the knowledge to 3900 officers, have been prepared. The training have been conducted with the use of professional equipment of documents control.

Summary of bilateral results

The cooperation with KRIPOS - National Criminal Investigation Service from Norway has been established at the beginning of the project. Due to the cooperation, Norway partners assists in elaboration and translation of training materials, such tool guide on identity, travel and other documents verification. Norway partner has also hosted Polish officers during the study visit in Norway, where the theoretical and practical knowledge as well as experiences and good practices were shared and exchanged.
