Description

The Project’s objectives include: improvement of citizens’ life quality and development of the Partnership’s mechanisms for the purpose of joint and several solution of the problems which exceed the area of a single commune. The expected result is the preparation of strategic documents which set optimum directions for development of the functional area, project documentation covering key issues to solve water and irrigation problems (e.g. making an inventory of water devices and comprehensive regulation of water management issues) to improve intermodal character of transport connections and better access to Warsaw and main national routes (including the routes running through investment and residential areas and a system of bicycle lanes), revitalization of major green areas and solving key problems and social services (among other things, cemetery, kindergarten, schools, leisure areas etc.) and finally institutional reinforcement of the Partnership, inter alia, through participation of numerous social partners. The significant number of partners as well as their structure should ensure optimum representation of local interested parties and allow them to participate in joint activities. Successful implementation of long-term urban planning and implementation activities resulting in the increased coherence among the three communes will depend on their involvement. The structure of partners ensures optimal representation of local interested parties at the stage of setting common objectives for development and methods of their implementation. Partners make contribution of their know-how, experience and competence. The Partnership will have no impact of the bilateral relations.

Summary of project results

Within the framework of the Project, all expected results and anticipated products have been achieved. Strategic documents (6 pieces) that were planned to be developed within the framework were completed and subsequently adopted by the Councils of 3 Municipality-Partners. Also all the design-cost estimate documents were submitted by the Contractors (15 sets of documentation). In addition, according to the assumptions included in the application for co-financing, tasks were completed in which research, inventories were carried out, etc. The results are presented in separate documents, which were used inter alia. when creating strategies developed under the Project. The joint works resulted in the development and adoption by the Municipal Councils of the three municipalities of cohesive strategic and operational (sectoral) documents for the Warsaw’s Sub-urban Garden Tri-city Functional Area, which were positively evaluated by expert, and included: The Common Framework for Strategic Development ;The program and spatial concept of comprehensive management and protection of water relations;The transport study covering all passenger and freight transport;The strategy for development of green areas; The integrated strategy for solving social problems and supporting the development of civil society ;The social marketing plan addressed to the residents. For the purpose of the Project, it was necessary to build inter-agency and cross-sectoral partnership mechanisms in the area of ​​joint resolution of problems beyond the single municipality, as well as improving the quality of life of the inhabitants. Due to the nature of the Project, the results achieved in the Action Project will be most visible after more time than the project's completion date. These are primarily long-term goals, but the first effects can already be observed. The principles of cooperation and problem-solving worked out during the Project contributed to deepening trust between Partners and to identifying common problems as well as decomposing complex problems into specific tasks for Partners. Collaboration with a number of Partners has contributed to the extension of the incubator database and the identification of problems and the development of conclusions for solving them, which was especially evident in the development of documents on social issues.
