Description

The project aim is to increase the effectiveness of inspections carried out by the Chief Inspectorate of Environmental Protection. This will be done by increasing productivity and improving the work of the voivodship inspectorates of environmental protection. The project will also increase public awareness and educational activities in the field of environmental monitoring and integrated planning and control. It will also strengthen the capacity of the competent authorities in relation to environmental protection and integrated planning and control. The project addresses these challenges by raising the awareness of air quality monitoring among employees, and through a new information strategy. Target groups: Chief Inspectorate of Environmental Protection,16 voivodship inspectorates of environmental protection, Donor partner: The Norwegian Environment Agency (NEA). Role of partner: monitoring the effects of the PL100 project.

Summary of project results

The project has allowed for the modification of the IT Control Support System and the Control System called the IT Control System, which was developed under the PL0100 project, which was forced by changes in the law and new tasks imposed on the Inspection of Environmental Protection. The new experiences of employees of the voivodship inspectorates of environmental protection and chief inspectorate of environmental protection in the field of information systems being used in the Norwegian Environment Agency in the area of control activities were used in works within the project. The purchase of various types of modern equipment allowed to equip inspectors both in computer and measurement equipment, inspectors received modified IT Control System, which contributed to raising the competence of employees of VIEP in the field of servicing these devices and gave the possibility to acquire various types of statistics to facilitate the broadly understood reporting of tasks performed by the inspectorates of environmental protection. As part of the project, 50 IT training courses were conducted, a total of 1036 employees were trained in 16 VIEPs and CIEPs, 10 environmental monitoring and control newsletters were issued.

Summary of bilateral results

Within the project: • A study visit to Norway was organized on medical waste management. Participants were representatives of CIEP and VIEP. • a discussion panel on the current activities and results achieved was organized. There were presented: computer control system and computer control support system. The panel was attended by representatives of the Ministry, CIEP, VIEP, NFOŚiGW and the Norwegian side. Most project tasks were carried out with a Norwegian partner - the Norwegian Environmental Agency or in consultation with a partner. The Norwegian partner participated in the meeting summarizing the first year of the project implementation, organized inspectors' study visits in Norway, participated in selected design workshops and consulted project documents. Bilateral cooperation is assessed very well by both partners, and the experience and commitment of both partners contributed to the effective implementation of the Project. In September 2015, a Polish delegation took part in Norway in a study visit on the monitoring of threats related to the treatment of medical waste, during which Norwegian partners pointed out good practices and methods of proper handling of medical waste, during which Norwegian partners pointed out good practices and good practices in cases of violation of provisions related to medical and veterinary waste in Norway. They also discussed the legal regulations and duties of the Norwegian Environmental Agency in this area and presented the procedures used in practice on the example of two hospitals and waste disposal plants in Norway. The problem of medical and infectious waste in Poland was also discussed. The conclusions from the meeting with Norwegian experts will be used to further work on improving the procedures for dealing with this type of waste in Poland.
