Description

The overall goal of the project is to strengthen sustainable development of civic society in Latvia. The project is expected to: • promote active civic participation • increase provision of services, including social services, and to increase welfare for some groups of society • promote adherence to democratic values and human rights. The Foundation for Public Participation aims to achieve these goals through research of the NGO sector, development of a human security concept and NGOs' role in its operationalization - study on human security and analysis of NGOs role in promoting human security, including elaboration of a future work strategy - and development of proposals for monitoring system. Target group: all NGOs of audience Latvia. The project will involve people who are currently active in the NGO sector (experts in their respected fields) and people who are not engaged in the NGO sector.

Summary of project results

The overall goal of the project was to strengthen sustainable development of civic society in Latvia. Civil society development issues over the past 10 years have regularly been on the political agenda. They are included in numerous of national development documents. Significance of non-governmental sector is growing, so the project was necessary to make a research of NGO sector and create thus tools through which both the NGO sector and policy-makers have access to information about different aspects of the NGO sector. The following was achieved: 1) Research of NGO sector – during the project two studies on the sector were conducted, engaging specific researcher teams in the work. Two publications in 2013 and 2016 were accomplished. 2) Recommendations about the improvement of the financial support system form the state budget to the NGOs in Latvia. 3) Development of human security concept and NGOs role in its operationalization - study on human security and analysis of NGOs role in promoting human security, including elaboration of future work strategy. 4) Development of proposals for monitoring system: research of the existing indices; Index project design; Testing; Elaboration of description of monitoring system; elaboration of e-tools www.nvoattistiba.lv and www.lidzdaliba.lv Target audience of the project were all NGO’s in the territory of Latvia – organized civil society as well as citizen groups, what are not legally defined and registered in the State register and policy makers. Implementation of the project took place in whole territory of the country - conducting questionnaires and compiling data from organizations. Project involved people who are currently active in the NGO sector (experts in their respected fields) and people who are not engaged in the NGO sector. Results of the project are very substantial and important cornerstone for further development of the civil society. Based on recommendations in regards of the financial situation of NGOs in Latvia a special concept of establishing of national NGO fund has been developed.
