Scientists who have accomplished research on adult education in Lithuania have distinguished the following adult education aspects to be improved: flexibility of programmes, correspondence between learning curriculum and recent labour market needs, competence of teachers, development of competence crucial for vocational activity, application of innovative methods. E-learning is contemporary teaching and learning method which is not being applied in Lithuanian adult education system well enough. The Project goal refers to the enhancement of adult learning opportunities by updating learning curriculum with e-learning application. The Project is meant to prepare adult e-learning guidelines by applying the best practice of Norway and together with the partner from Norway to prepare the module for adult e-learning. In addition to that it is foreseen to create the adult e-learning counselling (by internet) forum. The Project will cover the following intended means for qualification development: (a) vocational reactivation covering the new release of previously acquired qualification (women after maternity leave, persons after long-term break or illness when vocational activity is temporarily delayed to come back later); (b) vocational re-qualification by acquiring another qualification which provides opportunities to transfer vocations (young and long-term unemployed). Main activities and result: (1) One internship to Norway (10 participants from LT) (2) One international seminar in Lithuania (2 experts from NOR) (3) One e-learning guidelines (4) One international conference in Lithuania (100 participants), 1 article (5) Five practical seminars about e-learning (6) One e-learning module (LT, NOR and EN languages) (7) One e-forum

Summary of project results

The Project was needed to enhance the adult learning opportunities in Lithuania by updating learning curriculum with e-learning application. During implementation of the Project adult e-learning guidelines applying the best practice of Norway have been prepared and adult e-learning module based on the general development of employability skills (in Lithuanian, English and Norwegian languages) together with the Norwegian partners has been created. In the course of Project implementation 2 experts from Norway also conducted a 24 hours seminar on aspects and opportunities of organization of adult e-learning in Norway, e-learning tools, e-learning environment, effective e-teaching methods and etc. (a part of seminar was provided during partners’ visit to Lithuania and the other part was provided via video conference). The other results achieved within the Project included one internship to Norway (10 participants from Lithuania have attended); 5 practical seminars for teachers about e-learning; a conference; development of adult e-learning forum and preparation of a research article, which focused on preparation of vocational training institutions to introduce technology enhanced training. The Project contributed to the improvement of opportunities to apply e-learning for adult education in Lithuania. The sustainability of Project results will be ensured through usage of prepared e-learning guidelines and adult e-learning module in the institution of the Project Promoter for provision of vocational training. It is also expected, that the adult e-learning forum created will enable the teachers of adults to exchange the best practice, to discuss the issues arising and will contribute to the formation of adult e-learning community.

Summary of bilateral results

The Project contributed to the transfer of good practice of organization of adult e-learning in Norway to the Project Promoter. The bilateral relations between the Project Promoter and the Norwegian partners Norsk Nettskolle AS and Flexible Education Norway have been strengthened mainly through: 1) hosting the representatives of the Project Promoter during their internship in Norway; 2) providing consultations to the Project Promoter on preparation of e-learning guidelines and e-learning module; 3) conducting a seminar in Lithuania on aspects and opportunities of organization of adult e-learning. It is expected, that the partnership established within the Project will serve for further cooperation between the Project Promoter and the Norwegian partners.
