Description

The aim of the project is to improve the structures and practices of social and tripartite dialogue by developing cooperation between employers’ organisations, trade unions and public authorities and analysing labour standards and policies. The main objectives are to improve social dialogue and tripartite dialogue structures and practices and, through that, contribute to a more sustainable economic and social development in Estonia. The outcome of the project is to achieve the willingness of a number of organisations to participate in social and tripartite dialogue, to start two new social and tripartite dialogues and to introduce good practice of social and tripartite dialogue in two universities and ten enterprises. The activities will include mapping the main needs and problems of trade union leaders, employers and workers. The project will also organise workshops aimed at enhanced practical abilities (competencies, skills) of the representatives of the employers and employees. Finally the project will ensure the development of guidebooks, booklets and dissemination of material.

Summary of project results

The main objective of the project is to improve social dialogue and tripartite dialogue structures and practices in order to contribute to a more sustainable economic and social development in Estonia. The project was needed to raise awareness of decent work through collective bargaining negotiations and to promote sectoral agreements in Estonia. The project’s aim was achieved through the following activities: - 1 conference on social dialogue and tripartite dialogue structures and practices was held; - 4 workshops on collective bargaining and promotion of sectoral agreements were organised; - 2 consultation meetings with relevant stakeholders were organised for getting a better picture of the current situation, interest and needs of the trade unions in Estonia where the main issues seemed to be lack of knowledge and experience on collective bargaining negotiations; - 3 interviews with relevant authorities on decent work issues were carried out. The following outputs were achieved through the project: - Guidebook on how to successfully hold sectoral collective negotiations and how it would be beneficial to the workers, employer and society in general was elaborated; - Electronic guidebook published at the website of the Estonian Transport and Road Workers' Trade Union; - About 200 representatives of trade unions, workers, employers’ associations were aware of the social dialogue and tripartite dialogue structures and gained knowledge about how to involve government institutions to take part in negotiations to give the agreements greater impact and to develop the culture of tripartite negotiations; - 2'000 booklets were printed out and distributed to target groups (trade unions, employers, universities, public institutions, etc.).
