Description

The aim of the project is improvement of the conditions and increase of employment and training capacity in Nové Sedlo prison by creation of space for education and work in line with European and international standards in the field of human rights. The project shall contribute towards a more successful return of convicts to society and thus decrease in repetition of criminal activity and further overcrowding of prisons. An unfinished building of a boiler house, which is located in the production area of the prison, shall be converted into a centre for theoretical and practical training. Educational activities will include a basic course in public greenery maintenance and a training course for carpenters. Courses will be conducted in makeshift conditions before reconstruction and after the reconstruction they will be moved to the newly built premises. It is expected that approximatelly 100 prisoners a year will use the results of the project after its copletion (40 prisoners per year will attend the courses and 60 convicts per year will be assigned to work duties).

Summary of project results

The objective of the project was improvement of the conditions for increase of employment and training capacity in Nové Sedlo prison by creation of space for education and work in line with European and international human rights standards. The implementation of the project was negatively influenced by delay of public procurement and construction works and the project had to be extended twice, until 30.4.2017 and subsequently until 30.6.2017. In spite of time constraints, the project succeeded in completing its overall objective, appropriate premises and a functional system for education and employment of prisoners were created and conditions for more successful reintegration into society and reducing of recidivism were increased. The problem of lack of capacity for education and employment of prisoners has been solved. Part of the project was the reconstruction of the existing building of an unfinished boiler house and the realization of educational and work activities for the inmates. Several inmates were also involved directly in the reconstruction works. The new premises were furnished by necessary equipment, tools and devices for carpentry and gardening, consumer electronics, IT equipment, etc. 40 inmates took part in the courses of carpentry and public greenery maintenance and another 72 in work activities. Inmates have thus acquired working habits handed over by a professional trainer through practical activities. The outcome of the project, increased capacities for dealing with convicts and increased effectiveness of their preparation before release was thus fulfilled. Thanks to new premises, every year at least 40 inmates will pass carpentry and public greenery maintenance courses and at least 60 inmates will be involved in working activities. Inmates will increase their qualification, strengthen working skills and thus improve the chances of success in the labor market. The publicity of the project was realized both on web pages and by publishing various articles in newspapers and magazines. The project was also presented at the final conference of the Prison Service projects with the participation of Norwegian programme partners.
