Description

Countries of the world began - in response to the terrorist attacks - gradually issue electronic documents. The Czech Republic started to issue electronic documents since 2006, having saved face, and from 2009 began like other European countries add to face also fingerprints. To protect the electronic parts of the document, the chip is secured with a number of security mechanisms to ensure the authenticity of the document and the data stored in it and ensure that sensitive data will be able to read and then check only by authorized entities. Implementation of the project (establishing a NCA) should ensure for control authorities conducting an inspection of travel documents and persons at the external borders to verify the authenticity of a travel document and verify the identity of the person. Verifying the identity of a person i.e. whether the person who submits the document is genuine holder, is a basic prerequisite for security. The project will contribute to the development of bilateral cooperation between the Czech Republic and Norway.

Summary of project results

Countries of the world began - in response to the terrorist attacks – to gradually issue electronic documents with recorded passengers’ biometric personal data. The Czech Republic started to issue electronic documents (biometric data in form of photographs) in 2006 and from 2009 it began, like other European countries, to record also other biometric data including fingerprints. Establishing National Control Authority (NCA) resulted in a more efficient and safer border control. The National Control Authority was established for the purpose of distribution of certificates necessary to verify authenticity of electronic travel documents incorporating biometric data and machine-reading of fingerprints. During the realization of the project, the technology of National Control Authority’s was successfully supplied and installed, 3 expert visits for the Czech police officers were organized (International Civil Aviation Organization symposium in Montreal, Canada, and study visits to Germany and Norway) and 15 expert users were trained to work with the NCA and pass the acquired knowledge on to other police officers involved in border control. The NCA system is the only certification and verification authority in the Czech Republic. It is the backbone of the national infrastructure for verifying the integrity and authenticity of electronic passports with biometric data and checking the identity of their holders. The NCA is an integral part of the international security infrastructure used primarily for the purpose of secure certificate exchange.
