Description

The project addresses the need for greater coordination of deinstitutionalization (DI) at district level between the local institutions, CSOs and vulnerable people. The project aims at ensuring better coordination and communication by setting up district coordination mechanisms for deinstitutionalization (DCMD) in 13 districts. First, 13 experts will be selected to support the authorities to launch DCMDs. The experts will attend two 2-day trainings on DCMD and DI. Second, 13 DCMDs made up of 15 members will be officially set up in 13 districts and have monthly meetings. The DCMD members will include the stakeholders (municipalities, institutions, NGOs, social service providers). Third, 195 DCMD members will be trained in advocacy and lobbying for good governance of DI. Finally, the members will be supported by counselling to ensure efficient functioning of the mechanism. The project will benefit vulnerable people, institutions, district authorities, NGOs and the public in general.

Summary of project results

The main goal of the project was to improve the impact and the application in practice of regional child policies via the intersectoral partnership platform, with simplified and efficient rules, aimed at decision-making via interaction between the authorities, expertise, resources and a place for learning and support. The setting up of a Regional Coordination Mechanism for Deinstitutionalization (RCMD) in the 12 districts is a proof of the will of all stakeholders to improve their interaction and work on the implementation in practice of children’s policies. The long-term benefit from the project implementation will be the clear dialogue between all the stakeholders involved in deinstitutionalization, i.e. the district administration, municipal structures, regional units, local and NGO organizations. The main impact on the target groups, in addition to the purely practical aspect of support for specific families and cases, has to do with the understanding of a systematic approach to work, flexible decision-making, sharing of responsibilities and pooling resources. In addition, 226 RCMD members were trained, 24 RCMD trainings and 45 RCMD sessions were held with 265 representatives from various institutions.
