Description

The project upgrades the applicant’s civil monitoring of the absorption of the EU Funds in Bulgaria. The project aims at preparing an analysis of the first 7-year financial period in the use of the EU Funds to contribute to overcoming the existing gaps. First, data will be collected from public and private sources. Then the collected data will be analyzed, verified and the Third report of the civil monitoring will be prepared. Second, about 500 beneficiaries of the EU Funds (businesses, NGOs, municipalities, institutions) will take part in opinion polls. Third, 2 documentaries about 27 minutes long will be shot for the success and issues of the EU Funds. Fourth, the progress in the implementation of the preliminary conditions of the Partnership Agreement will be analyzed. Finally, the outcomes from the previous activities will be presented. The project will benefit the beneficiaries and the public in general. The partners will contribute with their expertise.

Summary of project results

The project continued the work of the Bulgarian Civil Coalition for Sustainable Use of EU Funds (KUPFES) related to civil monitoring on the use of the EU Funds in Bulgaria. This is the only structured mechanism of the civil sector monitoring the absorption of the EU funds. The project aimed at achieving maximum visibility, finding ways to improve the results, attracting new participants and ultimately resulting in sustainability of the results financed from the EU funds for the communities and regions in the country in general. The specific goal was to analyze the first seven-year financial period of using the EU Funds by Bulgaria and help contribute to overcoming the current challenges and including good practices in the next period. With the publication of its Report and the other materials, KUPFES completed the monitoring of the first financial period of Bulgarian in the EU. The main project outputs are: Report by KUPFES about the civil monitoring of the EU Funds for the period 2007 – 2013, a summary of the report in English, a survey among the beneficiaries of EU-financed projects, 9 short (about 10-minute-long) videos about the use of funds from the EU, a website and a Facebook page. The project results already benefit institutions, organizations, companies and active civil society groups involved in the programming, use and control of EU Funds. At the round tables held the representatives of the stakeholders agreed in full or in part with the findings from the monitoring and even added data to fill in some gaps. We believe that at present the civil society and the beneficiaries have a reliable tool that can help them challenge the unfounded optimism of the institutions about the results and the contribution of the EU Funds in Bulgaria and demand that the procedures, rules and mechanisms are improved in order to ensure better long-term results for more people in Bulgaria.
