Description

The overall aim of the current project proposal is to decrease the CO2 emissions and increase the production of renewable energy in the municipality of Knedza in particular, but also on regional, national and international level. By renovating the ventilation system, replacing the heating system and installing solar panels, the municipal hospital will become more energy efficient and will contribute to the decrease of CO2 emissions. The current project proposal will be implemented in partnership with a Norwegian partner which will therefore strengthen the relations between the two countries. In addition, the municipality of Knedza will have a study visit to the Norwegian partner where an exchange of knowledge and bet practices is planned and the partners from Norway will come to examine the project results at the end while giving further recommendations and proposals for improvement. In such manner, the bilateral relations between the small municipality of Knedza and its Norwegian partner could be strengthened and this could be the base for future projects and partnerships. Transferring the know-how and expertise from an innovative country which is also one of the leaders in sustainability is crucial for the successful implementation of the project.

Summary of project results

The main goal of the project installation of Renewable Energy Sources in Municipality Hospital for Active Treatment in Knezha Municipality"has been achieved. The goal has been achieved by reconstruction, reorganisation and modernisation of heating installation for use of energy from renewable energy sources, construction of ventilation system and solar installation in a building of the "General Hospital for Active Treatment - Knezha" EOOD. The project included an installation of an aerothermal heat pump. Renovating the heating installation through change of the heating bodies with converctors and the creating of energy center with aerothermal termalpump and the use of solar panels. In order to use RES in the specific rooms such as surgery rooms or X-ray rooms, according to the EU and Bulgarian medical legislation and standards, the heating bodies have to be partly convectors, low-tempreture higyne radiators and ventillation system with NERA filters. The air which will be transfered out of this rooms will be processed in climate cameras with recuperators,which will take away the heat /energy/ from this air and will transfer it to the clean air which will decrease the energy costs by 90%. Plus, the solar system will ensure free hot water for the whole hospital which currently is not complining with medical standards. The Supplementary agreement to the Grant contract was concluded for financing of additional activities to the project for construction of installation for preparation of hot water with flat-plate solar collectors for the needs of part of the building of the Municipal Social Services - "Kitchen-Mother" in the town of Knezha. As a result reduction of 120 CO2 t/year is achieved.

Summary of bilateral results

The Norwegian partner for the project - Enok - senteret AS, Norway visited Knezha Municipality from 26 to 29 September 2016. During the visit, the partner provided key competence for successful and optimal implementation of project activities by providing expertise and expert opinions on implementation of RES. Also, a team of representatives of Knezha Municipality visited the partner. During the visit to Norway, the project partner showed similar projects in their country and provided key advice to the local community in Knezha, as well as to interested third parties on how to use RES in the most appropriate and effective manner. Henrik Storm Ofteland R&D, Norway (M-M Elektro Ltd - Sub-contractor) is a project partner of Knezha Municipality in the implementation of the activities under the Supplementary agreement to the Grant contract. The Norwegian partner on the project visited Knezha Municipality from 27 to 28 April 2017. During the visit, the partner presented key competence for the successful and optimal implementation of the project.
