Description

The overall objective that the project „Installation for solar energy and heat pump in Gulyantsi hospital” sets out to achieve is in cooperation with a partner from the Kingdom of Norway to introduce measures for renewable energy consumption in Hospital Gulyantsi for heat energy production to reduce greenhouse gas emissions from the facility. Project „Installation for solar energy and heat pump in Gulyantsi hospital” is fully consistent with the overall objective of the program BG04 "Energy efficiency and renewable energy" to reduce greenhouse gas emissions and to increase the share of renewable energy in the energy consumption, and the specific objective of the grant scheme: increasing energy efficiency and increasing the share of renewable energy for heating and / or cooling in municipal and state buildings. The implementation of the project contributes to achieving the overall objectives of the EEA Financial Mechanism 2009-2014 to reduce economic and social disparities in the European Economic Area and strengthen the bilateral relations between donor and beneficiary countries through financial contributions in the sector Climate Change and renewable energy. Thus pointed compliance and contribution towards the general and specific objectives of the program and the grant scheme is achieved in the following aspects: - the main project activities (activities 3 and 4) are aimed at achieving thus pointed objectives, namely bringing renewable energy sources to produce heat energy and replacing the currently used fossil fuels (petroleum product - oil) in municipal building; - the project is carried out in terms of bilateral cooperation and contribute to mutual understanding and improvement of the relationships through exchange of experience, knowledge and best practices.

Summary of project results

The main objective of the project “Installation for solar energy and heat pump in Gulyantsi hospital“, in cooperation with Norwegian partner “Norsk-Energy“, was achieved with implementation of measures for use of renewable energy sources for the production of heat energy at Gulyantsi hospital. main activities financed by the project: The heat pump water-water installation and a solar installation have been delivered and constructed in Gulyantsi hospital. The following activities were carried out under the project: project management, including preparation of tender documentation; elaboration of detailed project design; design and construction of heat-pump installation water-water and related construction works; supply and installation of solar collectors and related construction works; implementation of construction supervision; implementation of author’s supervision; exchange of experience, knowledge and best practices; publicity and information. As a result reduction of 91 CO2 t/year is achieved.

Summary of bilateral results

The Project was implemented as a result of fruitful cooperation and interaction between all stakeholders. Good governance, professionalism and good communication were the basis of the achieved positive results. The set out objectives and the expected results had been achieved. One Partner from a Donor State took part in the Project – Norsk Energy, Norway. All members of the beneficiary's and partner's team worked actively for the implementation of the planned activities and goals. Exchanged experiences and carried out visits were very useful for both countries to improve understanding of the policy and contribution of the EEA Financial Mechanism and the donor countries to address the European challenges in Bulgaria. As a result of the joint work and cooperation during the project, good bilateral relations between the project partners were achieved, the capacity of the Beneficiary’s employees to work on the project and the implementation of future ones was improved through the received information and good practices on the implementation of energy efficiency measures and the utilization of RES in municipal buildings and local heating systems.
