Description

The overall objective of the project: - Increase the energy efficiency and the share of used renewable energy sources, through introducing up to date heating technologies in Regional Heating Station, “Meden Rudnik” Residential Area, Burgas and share of best European practices. The objectives of the current project are defined according to the overall objective of Programme BG04 Energy Efficiency and Renewable Energy- “to reduce emission of greenhouse gasses and air pollutants and increase the share of renewable sources in energy use” and the major objectives of the EEA- decrease the socio- economic differenced and strengthening bilateral relations. The reconstruction of the heating station and the share of good European practices at local level are connected with the objectives EEA. Specific objectives: 1. Replacement of old and inefficient heating capacities in Regional Heating Station, “Meden Rudnik”; 2. Stopping the use of non- ecological fuel sources and reducing of exploitation costs; 3. Increase the awareness on environmental protection issues among the grownups and the citizens of Burgas, through the implementation of specialized information campaigns and thematic training.

Summary of project results

With the successful implementation of the project activities, the overall objectives of the project were achieved, namely: - Improving energy efficiency and the share of renewable energy sources used. The goal was achieved by introducing modern heating technologies in the District Heating Station, complex Meden Rudnik (replacing of an existing inefficient diesel boiler with a new biofuel boiler, and replacing of a heavily depreciated heat transmission network) and Hristo Botev Primary School, Vetren district, city of Burgas (replacement of old oil, storage heaters and convectors with new heating installation that includes a new biofuel boiler as well as the installation of new aluminum radiators in all premises of the two buildings in the study room); - and sharing good European practices, achieved through a series of trainings of citizens, specialists inside and outside the structure of the Municipality. At the same time, evaluation reports have been prepared on the new capacities and proving their effectiveness. The achieved specific objectives of the project are in line with the main objective of the programme BG04 "Energy Efficiency and Renewable Energy" - "to reduce greenhouse gas emissions and to increase the share of energy from renewable sources in energy consumption" as well as on the global objectives of the Financial Mechanism of the European Economic Area aimed at reducing economic and social disparities and strengthening the bilateral relations. The renovation and reconstruction of a heating installation, the construction of a completely new biofuel heating installation and the presentation of good European practices at the local level is linked to measures for reducing the economic and social disparities, strengthening the bilateral relations and solving the environmental problems. At the same time, the project activities cover the specific objectives: Stopping the use of non-viable sources of fuel and reducing operating costs; Raising the attention to environmental problems of adolescents and residents of the city of Burgas, by conducting specialized information campaigns and trainings on the topic; Increasing the qualification and awareness of local specialists for the implementation of energy-efficient measures in the construction and operation of public buildings. The opinion of the experts is that the project generates a significant positive result, which is expressed in an increase in the production of renewable energy, an increase of the energy saved and a reduction of 567 CO2 emissions in tons per year.

Summary of bilateral results

Partners of Burgas Municipality in the preparation and implementation of this project, respectively, have signed the partnership agreement are: -Norsk Energi-Kingdom of Norway (for main and additional project activities); -"Technical University-Sofia-Technologies" EOOD (only for the main activities of the project). The relationships with the Norwegian partners are on a wider scale and involve more activities than the partners in Sofia. During the implementation of the project activities, strong partnerships and relationships have been built which have led to the successful completion of all project activities in time. For the duration of the project, a number of visits to the city of Burgas were carried out by both partners. As an indicator of the good relations found, it could be pointed out that no other Norwegian partners were sought for the implementation of the additional project activities, but the contacts and experience with the main partners.
