Description
Increasing the quality of life by improving the ecological environment in Gabrovo through implementation of energy efficiency measures in School of Mathematics "Acad. Ivan Gyuzelev" and "Zora" nursery. The implementation of the project will contribute for the achievement of the main objective of the program, namely the GHG emissions mitigation and reduction of air pollution. The objective will be achieved through the energy efficiency improvement of public buildings – one school and one nursery in the City of Gabrovo, leading to the reduction of energy consumption and its cost and also to the increase of the share of RES in energy consumption. In result of the implemented energy efficiency measures, savings of energy will be realized in both buildings which will lead to cost savings for maintenance and will inevitably result in a positive impact on the reduction of the economic gaps in the European economic area. GHG emissions mitigation and reduction of air pollution, as well as the improvement of indoor climate in the buildings after the implementation of the rehabilitation activities, will lead to decrease of social disparities in the European economic area.
Summary of project results
The implementation of the project contributes for the achievement of the main objective of the project to increase the quality of life by improving the ecological environment in Gabrovo through implementation of energy efficiency measures in School of Mathematics "Acad. Ivan Gyuzelev" and "Zora" nursery. The implementation of the project also contributes to the main goal of the Program to decrease GHG emissions mitigation and to reduce air pollution. The objective is achieved through the energy efficiency improvement of two public buildings - one school and one nursery in the City of Gabrovo, leading to the reduction of energy consumption and its cost and also to the increase of the share of RES in energy consumption. In result of the implemented energy efficiency measures, savings of energy are expected to be realized in both buildings which will lead to cost savings for maintenance and will inevitably result in a positive impact on the reduction of the economic gaps in the European economic area. GHG emissions mitigation and reduction of air pollution, as well as the improvement of indoor climate in the buildings after the implemented rehabilitation activities, lead to decrease of social disparities in the European economic area. The sustainability of the project can be seen in three aspects: social - energy efficiency measures lead to better comfort and living environment for vulnerable groups (children and students); economic - reduction of energy consumption and its cost; environmental - reduction of greenhouse gas emissions.
Summary of bilateral results
An active and coordinated collaboration between all project partners was established during the preparation and implementation of the project, as it is stated in the Partnership agreement, where the roles and responsibilities of Gabrovo Municipality, Norconsult and EnEffect Consult were clearly defined. Experts from Project Pomoter and two partner organizations participated in the project team, where they have executed clearly defined activities. The collaboration of the experts in the project team led to strengthening relations between Norway and Bulgaria. On the other hand visits for exchange of experience and good practices have been executed. The Norwegian expert visited Bulgaria 2 times, to review the technical projects of the buildings, to participate in the preparation of technical specifications to the tender documentation and to consult the project manager during its implementation. He also organized the visit in the donor-country and participated in the final conference of the project after finish of the construction works, The Bulgarian experts participated in one visit in the donor country to get acquainted with the experience of Norwegian partner and they visited similar sites with introduced energy measures in heating installations. Technical experts from Partner 2 visited regularly the sites of intervention in Gabrovo, and they took part in the initial meeting of the project team, opening and final conferences. They also had many trips to Gabrovo to control the progress of the construction works, reporting of the project, preparation of payment requests and execution of project communication plan.
