Description

The implementation of measures, policies and projects for sustainable energy consumption and environment protection in Veliko Turnovo Municipality should to be taken into consideration regarding the intensified ecological problems and targeting at elaborating measures to CO2 reduction and this policy turned to be a key prerequisite to improve people’s welfare. The reduction of energy consumption by implementing energy efficiency measures will contribute to energy costs savings, ensuring a possibility the local authority to reallocate a financial resource to other socially significant public activities and services. As a result of the implemented main objective of the current project proposal the following outcomes should to be achieved: • Reduction of the energy consumption in the buildings in the target institutions with social significance: energy consumption and target indicator value of ЕР=304,5kWh/m2y in comparison to baseline indicator value of ЕР=498,53kWh/m2y; • Reduction of the absolute value of the incurred budget costs in the proposed sites of intervention; • The expected reduction of the negative impacts of GHG will lead to reduction of emissions as follows: 126,38 t CO2eq as a response of the implemented undertaken commitments. • Ensure better living conditions and quality of life. Abiding the aforementioned criteria it is evident that Municipality fulfills the undertaken responsible and purposeful approach committing to reduce the energy consumption and provide ambient environment provisions on its territory. The overreached strategic aim will be achieved in partnership with the Project Partner either by holding a panel of meetings to raise public awareness to undertake adequate energy-efficient measures and in purchasing the energy-efficient appliances and facilities.

Summary of project results

The project's objectives have been met according to the indicators. Full correspondence between objectives, design solutions, technical and financial implementation and expected results. The legally set temperature is maintained in all three buildings both during and outside the working hours. The set temperature is reached in all rooms, even in prolonged extremely low outdoor temperatures. the following energy efficiency measures were implemented: - Implementation of energy efficiency measures through reconstruction of internal heating installations and associated facilities at Nursing Home for Elderly People "Veneta Boteva"; - Implementation of energy efficiency measures through reconstruction of internal heating installations and associated facilities at Kindergarten "Ivaylo"; - Implementation of energy efficiency measures through reconstruction of internal heating installations and associated facilities at Kindergarten "Sonya As a result of the implemented project activities the following outcomes were achieved: • Reduction of the energy consumption in the buildings in the target institutions with social significance; • Reduction of the absolute value of the incurred budget costs in the proposed sites of intervention; • The expected reduction of the negative impacts of greenhouse gas emissions will lead to reduction of emissions as follows: 126, 38 t CO2eq as a response of the implemented undertaken commitments. • Ensure better living conditions and quality of life at the territory of Republic of Bulgaria

Summary of bilateral results

The project team received substantial support from the specialists of Hoval A.G. when drafting the design assignment and in the approval of the detailed design. During the execution of general construction works, the specialists from Hoval provided guidance on determining indoor temperature regulator modes and setting their performance levels.
